3.2 Micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> <strong>sanitation</strong> entrepreneurs<br />
The second segment <strong>of</strong> <strong>the</strong> market relates to <strong>sanitation</strong> entrepreneurs which are operat<strong>in</strong>g at<br />
a scale where access<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance lend<strong>in</strong>g products may help <strong>the</strong>m scale up <strong>the</strong>ir<br />
bus<strong>in</strong>ess. As <strong>in</strong>dicated earlier, micr<strong>of</strong><strong>in</strong>ance <strong>in</strong>stitutions have not yet “discovered” this type <strong>of</strong><br />
entrepreneurs. Stakeholders at <strong>the</strong> workshop agreed that <strong>the</strong>re are opportunities <strong>in</strong><br />
develop<strong>in</strong>g <strong>sanitation</strong> entrepreneurs <strong>in</strong> general and micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> <strong>sanitation</strong> entrepreneurs<br />
<strong>in</strong> particular. Some <strong>of</strong> <strong>the</strong> opportunities discussed <strong>in</strong>clude, <strong>for</strong> example, <strong>in</strong>dividual or small<br />
private company provid<strong>in</strong>g public toilets or mobile toilet facilities <strong>for</strong> large ga<strong>the</strong>r<strong>in</strong>gs such as<br />
wedd<strong>in</strong>g or religious activities that are common <strong>in</strong> <strong>Tanzania</strong>.<br />
Second, stakeholders also <strong>in</strong>dicated that <strong>the</strong>re is opportunity <strong>for</strong> group managed <strong>sanitation</strong><br />
services. These may <strong>in</strong>clude youth groups that provide solid waste collection, public toilet<br />
facilities and toilet empty<strong>in</strong>g services.<br />
WaterAid <strong>Tanzania</strong>’s <strong>sanitation</strong> department has pioneered <strong>the</strong> development and promotion<br />
<strong>of</strong> liquid waste removal and disposal services us<strong>in</strong>g <strong>the</strong> gulper technology and low cost tank<br />
and tricycle transport system. Both groups and a small company are <strong>in</strong>volved. The small<br />
company has shown more <strong>potential</strong> <strong>of</strong> expansion and quick decision mak<strong>in</strong>g <strong>the</strong>reby<br />
<strong>in</strong>dicat<strong>in</strong>g greater entrepreneurial capacity.<br />
What is at stake?<br />
In Dar es Salaam, whilst <strong>the</strong> proportion <strong>of</strong> people us<strong>in</strong>g open defecation is still significant<br />
(7%), <strong>the</strong> majority <strong>of</strong> people (70%) use pit latr<strong>in</strong>es as shown <strong>in</strong> Figure 4 below. Most <strong>of</strong> <strong>the</strong><br />
waste however is not properly discarded. A high proportion <strong>of</strong> <strong>the</strong> liquid waste is dumped<br />
directly <strong>in</strong> <strong>the</strong> neighbourhood thus expos<strong>in</strong>g communities to health risks, partly due to <strong>the</strong><br />
lack <strong>of</strong> available services <strong>for</strong> dispos<strong>in</strong>g <strong>of</strong> this waste hygienically.<br />
