Annex A: Overview <strong>of</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance pilot <strong>in</strong>itiatives<br />
This section <strong>in</strong>cludes a summary presentation <strong>of</strong> <strong>the</strong> activities <strong>of</strong> three NGOs that have<br />
developed pilot <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance <strong>in</strong>itiatives, <strong>in</strong>clud<strong>in</strong>g:<br />
Micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> household <strong>sanitation</strong> (latr<strong>in</strong>e construction): CCI and MAMADO;<br />
Micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> <strong>sanitation</strong> entrepreneurs (pit latr<strong>in</strong>e empty<strong>in</strong>g): WaterAid and<br />
TAFSUS.<br />
The fiches give a brief <strong>in</strong>troduction to <strong>the</strong> <strong>in</strong>stitution, details about how <strong>the</strong>y are us<strong>in</strong>g<br />
micr<strong>of</strong><strong>in</strong>ance tools <strong>for</strong> <strong>sanitation</strong>, <strong>the</strong> support <strong>the</strong>y have received from donors and emerg<strong>in</strong>g<br />
learn<strong>in</strong>g from <strong>the</strong>se experiences. We also <strong>in</strong>clude our recommendations <strong>for</strong> how <strong>the</strong>se<br />

1. Ma<strong>in</strong> characteristics <strong>of</strong> <strong>the</strong> <strong>in</strong>stitution<br />
The Centre <strong>for</strong> Community Initiatives (CCI) is an NGO set up <strong>in</strong> 2004 by Tim Ndezi, a<br />
<strong>for</strong>mer WaterAid employee. CCI’s objectives are to conduct development activities that<br />
can improve <strong>the</strong> quality <strong>of</strong> lives <strong>of</strong> people liv<strong>in</strong>g <strong>in</strong> <strong>in</strong><strong>for</strong>mal settlements and rural sett<strong>in</strong>gs<br />
(with a particular focus on improv<strong>in</strong>g <strong>the</strong> situation <strong>of</strong> <strong>the</strong> urban poor and women <strong>in</strong><br />
particular).<br />
Overview <strong>of</strong> CCI and its approach<br />
CCI is still a relatively small organisation, with 9 members <strong>of</strong> staff, 8 <strong>of</strong> which are <strong>in</strong> Dar Es<br />
Salaam and one representative <strong>in</strong> Dodoma. The organisation has activities <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g<br />
areas:<br />
Land, hous<strong>in</strong>g and shelter development;<br />
Water kiosks and borehole development;<br />
Sanitation: solid waste management and toilet construction (with <strong>the</strong> provision <strong>of</strong> s<strong>of</strong>t<br />
loans to build toilets, as described <strong>in</strong> more detail <strong>in</strong> section 2 below);<br />
Health programmes (focused ma<strong>in</strong>ly on HIV aids);<br />
Safety surveys and community polic<strong>in</strong>g.<br />
CCI <strong>in</strong> <strong>Tanzania</strong> was set up as part <strong>of</strong> <strong>the</strong> <strong>in</strong>ternational SHACK/ Slum Dweller International<br />
(SDI) network, which aggregates federations <strong>of</strong> slum dwellers <strong>in</strong> various countries across<br />
cont<strong>in</strong>ents (<strong>in</strong>clud<strong>in</strong>g <strong>in</strong> India, Malawi or South Africa). The funder, Tim Ndezi, was<br />
<strong>in</strong>spired by <strong>the</strong> experience <strong>of</strong> CCODE (Centre <strong>for</strong> Community Organisation and<br />
Development) <strong>in</strong> Lilongwe, Malawi. He had tried sett<strong>in</strong>g up small sav<strong>in</strong>gs and loans groups<br />
dur<strong>in</strong>g his time at WaterAid but <strong>the</strong>se had failed to <strong>the</strong> lack <strong>of</strong> a support<strong>in</strong>g organisation.<br />
He <strong>the</strong>re<strong>for</strong>e decided to br<strong>in</strong>g <strong>the</strong> SDI approach to <strong>Tanzania</strong>. As a first step, slum-dweller<br />
members <strong>of</strong> <strong>the</strong> Federation <strong>in</strong> Malawi were <strong>in</strong>vited to <strong>Tanzania</strong> to present <strong>the</strong>ir experience.<br />
The SDI approach uses sav<strong>in</strong>gs and credit schemes as an entry po<strong>in</strong>t <strong>for</strong> mobilis<strong>in</strong>g <strong>the</strong><br />
community and leverag<strong>in</strong>g <strong>in</strong>fluence to obta<strong>in</strong> government or religious <strong>of</strong>ficials to access<br />
<strong>the</strong>ir demands. Slum dwellers are encouraged to <strong>for</strong>m groups, compris<strong>in</strong>g between 20 to<br />
100 group members. As a first step, CCI encourages <strong>the</strong>m to start sav<strong>in</strong>g schemes. The<br />
