take bus<strong>in</strong>ess property, basic household items such as television and furniture. FINCA Tz<br />

has been classify<strong>in</strong>g <strong>the</strong>ir borrowers us<strong>in</strong>g <strong>the</strong> Standard Industry Coders (SIC) as is done<br />

by banks. However, <strong>the</strong>y have not used this to <strong>the</strong> highest <strong>potential</strong>.<br />

Fund<strong>in</strong>g arrangements: FINCA borrows from commercial banks and also received donor<br />

fund<strong>in</strong>g. Donor fund<strong>in</strong>g is usually directed to <strong>in</strong>frastructure development e.g. MIS<br />

<strong>in</strong>stallations. While commercial funds are used as work<strong>in</strong>g capital (funds <strong>for</strong> on lend<strong>in</strong>g to<br />

clients).<br />

2. Interest <strong>in</strong> micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> <strong>sanitation</strong><br />

FINCA perceives <strong>sanitation</strong> sector as consumer lend<strong>in</strong>g bus<strong>in</strong>ess l<strong>in</strong>e. The director and<br />

operations staffs feel that consumer lend<strong>in</strong>g is challeng<strong>in</strong>g s<strong>in</strong>ce it is never clear <strong>the</strong><br />

source <strong>of</strong> <strong>in</strong>come to service <strong>the</strong> loans advanced.<br />

The NGO would consider lend<strong>in</strong>g to <strong>the</strong> sector if <strong>the</strong> operators commercialised <strong>sanitation</strong><br />

services. In <strong>the</strong>ir view, <strong>the</strong>y have not received requests from <strong>sanitation</strong> entrepreneurs<br />

hence have not explored this market. Groups are however registered as welfare groups<br />

under <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Home Affairs. The <strong>in</strong>dividual loans are ra<strong>the</strong>r larger and borrowers do<br />

not have to attend group meet<strong>in</strong>gs. The borrowers bus<strong>in</strong>ess must be legally registered<br />

and loans attract lower <strong>in</strong>terest rate <strong>of</strong> 3% per months s<strong>in</strong>ce <strong>the</strong> risks are lowers.<br />

3. Product development experience<br />

FINCA <strong>Tanzania</strong> envisions that <strong>the</strong> market can be developed by hav<strong>in</strong>g <strong>sanitation</strong>s<br />

entrepreneurs who have clear projected capital requirements and legally recognised<br />

bus<strong>in</strong>esses. Currently, FINCA lends to a maximum <strong>of</strong> TZS 15 million (USD 10,000) <strong>for</strong> a<br />

maximum <strong>of</strong> 2 years at an <strong>in</strong>terest rate <strong>of</strong> 3% a month and application fee <strong>of</strong> TZS 15,000<br />

(about USD 10). The loans are generally 60% collateralised with mandatory cash<br />

collateral <strong>of</strong> 15% <strong>of</strong> <strong>the</strong> loan amount. The group loan borrowers’ bus<strong>in</strong>esses are not<br />

necessarily legal entities though <strong>the</strong> bus<strong>in</strong>ess must be a legal activity.<br />

FINCA Tz regularly develops products and conduct market surveys to extend <strong>the</strong>ir branch<br />

network. They conduct market surveys to assess <strong>potential</strong> demand <strong>for</strong> new products or <strong>in</strong><br />

new markets. As such it <strong>the</strong>y were to take up <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g, FINCA Tz would first<br />

conduct market survey to determ<strong>in</strong>e whe<strong>the</strong>r <strong>the</strong> sector could fit <strong>in</strong>to <strong>the</strong>ir bus<strong>in</strong>ess model<br />

and viability <strong>of</strong> engag<strong>in</strong>g <strong>in</strong> <strong>the</strong> sector. At <strong>the</strong> same time, it is noted that few donors are<br />

provid<strong>in</strong>g fund<strong>in</strong>g <strong>for</strong> work<strong>in</strong>g capital. Hence divert<strong>in</strong>g funds from <strong>the</strong> enterprise loans<br />

would need close consideration.<br />

It appears that <strong>the</strong> products <strong>of</strong>fered by FINCA Tz target both <strong>the</strong> low <strong>in</strong>come and middle<br />

<strong>in</strong>come market segment. As such FINCA Tz is able to provide f<strong>in</strong>ancial services <strong>for</strong><br />

<strong>sanitation</strong> services among its clients. However, FINCA Tz would need to develop an<br />

appropriate product.<br />

4. Overall assessment <strong>of</strong> <strong>the</strong> <strong>potential</strong> <strong>for</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance<br />

FINCA Tz plans to convert to deposit tak<strong>in</strong>g MFI. Though <strong>the</strong> regulations are perceived as<br />

str<strong>in</strong>gent, FINCA Tz management feels that <strong>the</strong> MFI has capacity to meet <strong>the</strong>se<br />

requirements. Subject to <strong>the</strong> conversion, FINCA Tz could provide sav<strong>in</strong>gs accounts <strong>for</strong><br />

clients who want to save up to f<strong>in</strong>ance <strong>sanitation</strong> facilities or services.<br />

FINCA Tz regularly conducts social per<strong>for</strong>mance assessments through <strong>the</strong> SMART<br />

campaign (www.smartcampaign.org). This is an annual per<strong>for</strong>mance surveys <strong>in</strong>clud<strong>in</strong>g<br />

customer service, satisfaction, transparency <strong>in</strong> lend<strong>in</strong>g disclosure <strong>of</strong> fees to clients,<br />

measur<strong>in</strong>g evolution <strong>of</strong> bus<strong>in</strong>esses, and clients and level <strong>of</strong> <strong>in</strong>debtedness. They do not<br />

provide capacity build<strong>in</strong>g <strong>for</strong> o<strong>the</strong>r NGOs or CBOs. In such cases FINCA Tz engages<br />

o<strong>the</strong>r partners to provide <strong>for</strong> example, health or f<strong>in</strong>ancial education to FINCA Tz clients.<br />

FINCA Tz has been consider<strong>in</strong>g develop<strong>in</strong>g a special department <strong>for</strong> agriculture f<strong>in</strong>anc<strong>in</strong>g<br />

products But <strong>the</strong>y don’t have an agricultural product yet. FINCA Uganda has a wide range<br />
