Potentially <strong>the</strong>re is a significant demand given <strong>the</strong> number <strong>of</strong> latr<strong>in</strong>es <strong>in</strong> existence that need<br />

to be ei<strong>the</strong>r upgraded, replaced or emptied on a regular basis. Strict en<strong>for</strong>cement <strong>of</strong> <strong>the</strong><br />

municipal by-laws <strong>in</strong> unplanned settlements would be a key trigger to stimulate <strong>the</strong> demand<br />

<strong>for</strong> this k<strong>in</strong>d <strong>of</strong> <strong>sanitation</strong> services, particularly <strong>in</strong> urban areas. Partnership between MFIs and<br />

<strong>sanitation</strong> organisations or CBOs may develop <strong>the</strong> possibility <strong>of</strong> MFIs f<strong>in</strong>anc<strong>in</strong>g small<br />

<strong>sanitation</strong> entrepreneurs both <strong>in</strong> urban and rural areas.<br />

4. Recommendations on next steps<br />

Although <strong>the</strong> <strong>potential</strong> market <strong>for</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance appears to be large, <strong>the</strong>re are only<br />

a few isolated experiences that have tested <strong>the</strong> market <strong>for</strong> such products. To this date, no<br />

<strong>for</strong>mal sector-level dialogue has taken place on whe<strong>the</strong>r micr<strong>of</strong><strong>in</strong>ance could play a role <strong>in</strong><br />

mobilis<strong>in</strong>g <strong>the</strong> substantial household and private sector <strong>in</strong>vestments required to deliver<br />

susta<strong>in</strong>able <strong>sanitation</strong> services.<br />

This section exam<strong>in</strong>es how <strong>the</strong> various <strong>in</strong>stitutions that have expressed an <strong>in</strong>terest <strong>in</strong><br />

develop<strong>in</strong>g <strong>the</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance sector <strong>in</strong> <strong>Tanzania</strong> could work collaboratively <strong>in</strong> order<br />

to achieve such objectives. It sets out a series <strong>of</strong> steps that can be taken <strong>in</strong> order to foster<br />

<strong>the</strong> development <strong>of</strong> <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance and leverage private f<strong>in</strong>anc<strong>in</strong>g to achieve <strong>the</strong><br />

country’s ambitious goals <strong>for</strong> expand<strong>in</strong>g access to improved and susta<strong>in</strong>able <strong>sanitation</strong>.<br />

As a first step, we would recommend dissem<strong>in</strong>at<strong>in</strong>g <strong>in</strong><strong>for</strong>mation to micr<strong>of</strong><strong>in</strong>ance<br />

<strong>in</strong>stitutions about opportunities <strong>in</strong> <strong>the</strong> <strong>sanitation</strong> sector. This can be done through<br />

exist<strong>in</strong>g <strong>in</strong><strong>for</strong>mation channels. For example, TAMFI (<strong>the</strong> <strong>Tanzania</strong>n Association <strong>of</strong><br />

Micr<strong>of</strong><strong>in</strong>ance Institutions, http://tamfi.com/) holds regular meet<strong>in</strong>gs at which <strong>the</strong>y share<br />

<strong>in</strong><strong>for</strong>mation on upcom<strong>in</strong>g topics <strong>of</strong> common <strong>in</strong>terest. They have shown a strong <strong>in</strong>terest <strong>in</strong><br />

putt<strong>in</strong>g <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance on <strong>the</strong> agenda <strong>for</strong> <strong>the</strong>ir next events, <strong>in</strong>clud<strong>in</strong>g a TAMFI<br />

workshop <strong>in</strong> August on Social Per<strong>for</strong>mance measurement and <strong>the</strong>ir General Assembly <strong>in</strong><br />

September. The <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g market could also be brought up and discussed dur<strong>in</strong>g<br />

meet<strong>in</strong>gs <strong>of</strong> <strong>the</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group (see Box 7 above).<br />

As a second step, a collaborative work<strong>in</strong>g group could be set up to move <strong>the</strong> agenda<br />

<strong>for</strong>ward. This could be done based on a model similar to <strong>the</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g<br />

group set up <strong>in</strong> late 2009 (see Box 7 above). We would recommend that such a work<strong>in</strong>g<br />

group rema<strong>in</strong> relatively <strong>in</strong><strong>for</strong>mal dur<strong>in</strong>g an <strong>in</strong>itial stage, until at least some <strong>in</strong>stitutions beg<strong>in</strong><br />

extract<strong>in</strong>g <strong>the</strong> lessons from pilot <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>anc<strong>in</strong>g schemes, ei<strong>the</strong>r as stand-alone<br />

products or comb<strong>in</strong>ed with o<strong>the</strong>r objectives.<br />

A <strong>sanitation</strong>-sector <strong>in</strong>stitution should take <strong>the</strong> lead <strong>for</strong> <strong>the</strong> establishment <strong>of</strong> such an <strong>in</strong><strong>for</strong>mal<br />

work<strong>in</strong>g group. We would suggest that WaterAid is particularly well-placed to do so, given its<br />

<strong>in</strong>terests <strong>in</strong> <strong>sanitation</strong> <strong>in</strong> general and <strong>in</strong> <strong>sanitation</strong> f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong> particular.<br />

The follow<strong>in</strong>g tasks are to be undertaken by <strong>the</strong> work<strong>in</strong>g group lead<strong>in</strong>g <strong>in</strong>stitution:<br />

Identify which <strong>in</strong>stitutions are <strong>in</strong>terested <strong>in</strong> jo<strong>in</strong><strong>in</strong>g and what <strong>the</strong>ir level <strong>of</strong> prospective<br />

<strong>in</strong>volvement is likely to be – this can be done partly based on <strong>the</strong> present report;<br />

Convey a meet<strong>in</strong>g <strong>of</strong> <strong>in</strong>terested <strong>in</strong>stitutions, <strong>in</strong>clud<strong>in</strong>g government <strong>of</strong>ficials, f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions, NGOs and donors. The results <strong>of</strong> <strong>the</strong> present report could be presented and<br />

discussed at such a meet<strong>in</strong>g, followed by a presentation <strong>of</strong> exist<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance<br />

experiences <strong>in</strong> <strong>Tanzania</strong> <strong>in</strong> both market segments by <strong>the</strong> organisations that are lead<strong>in</strong>g<br />

on this (<strong>in</strong>clud<strong>in</strong>g CCI, MAMADO, TAFSUS and WaterAid);<br />
