1. Ma<strong>in</strong> characteristics <strong>of</strong> <strong>the</strong> <strong>in</strong>stitution<br />
TAFSUS (<strong>Tanzania</strong> F<strong>in</strong>ancial Services <strong>for</strong> Underserved Settlements) is a <strong>Tanzania</strong>n not<strong>for</strong>-pr<strong>of</strong>it<br />
company set up <strong>in</strong> 2010 whose ma<strong>in</strong> aim is to raise domestic capital, provide<br />
credit enhancement and technical assistance towards <strong>the</strong> local f<strong>in</strong>anc<strong>in</strong>g <strong>of</strong> slum<br />
upgrad<strong>in</strong>g and af<strong>for</strong>dable low <strong>in</strong>come hous<strong>in</strong>g. TAFSUS is registered under <strong>the</strong> <strong>Tanzania</strong><br />
Company Act 2002 as a Company limited by guarantee. TAFSUS was set up as a nonbank<strong>in</strong>g<br />
f<strong>in</strong>ancial <strong>in</strong>stitution with <strong>the</strong> support <strong>of</strong> UN Habitat (as part <strong>of</strong> <strong>the</strong>ir Slum Upgrad<strong>in</strong>g<br />
Facility project).<br />
TAFSUS is governed by a Board <strong>of</strong> Directors with members from <strong>the</strong> private sector<br />
(Azania Bank, Private Sector Foundation <strong>Tanzania</strong>), civil society (Foundation <strong>for</strong> Civil<br />
Society), M<strong>in</strong>istries (M<strong>in</strong>istry <strong>of</strong> Land & Hous<strong>in</strong>g; M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance and M<strong>in</strong>istry <strong>of</strong> Local<br />
Government – PMO-RALG), academia (ARDHI University). The Chairman is a <strong>for</strong>mer<br />
high-rank<strong>in</strong>g civil servant.<br />
TAFSUS is mandated to work with local actors to make slum upgrad<strong>in</strong>g projects<br />
“bankable” – that is, attractive to retail banks, property developers, hous<strong>in</strong>g f<strong>in</strong>ance<br />
<strong>in</strong>stitutions, service providers, micro-f<strong>in</strong>ance <strong>in</strong>stitutions, and utility companies. The role <strong>of</strong><br />
TAFSUS is to assist communities develop a bankable project, i.e. to prepare project<br />
documents and negotiate with <strong>the</strong> bank. Where necessary, <strong>the</strong>y can provide also a cash<br />
guarantee to s<strong>of</strong>ten lend<strong>in</strong>g terms. TAFSUS seeks to support f<strong>in</strong>anc<strong>in</strong>g <strong>of</strong> communitydriven<br />
slum upgrad<strong>in</strong>g projects with a comb<strong>in</strong>ation <strong>of</strong> community sav<strong>in</strong>gs, Government<br />
subsidy, and local domestic commercial bank lend<strong>in</strong>g. Areas <strong>the</strong>y can support<br />
communities with <strong>in</strong>clude <strong>sanitation</strong>, water, solid waste, land, hous<strong>in</strong>g and home<br />
improvements.<br />
TAFSUS <strong>in</strong>itially identified projects <strong>in</strong> <strong>the</strong> areas targeted by <strong>the</strong> World Bank Community<br />
Infrastructure Upgrad<strong>in</strong>g project. Their first pipel<strong>in</strong>e <strong>in</strong>cluded 10 to 12 <strong>potential</strong> projects,<br />
with about half <strong>of</strong> <strong>the</strong>m related to <strong>sanitation</strong>, <strong>in</strong>clud<strong>in</strong>g public toilets, cesspit empty<strong>in</strong>g, pit<br />
latr<strong>in</strong>e construction or sewer construction.<br />
2. Activities <strong>in</strong> micr<strong>of</strong><strong>in</strong>ance <strong>for</strong> <strong>sanitation</strong><br />
As <strong>of</strong> July 2011, TAFSUS had not funded any project as yet but <strong>the</strong>y were on <strong>the</strong> verge <strong>of</strong><br />
br<strong>in</strong>g<strong>in</strong>g to f<strong>in</strong>ancial close two <strong>sanitation</strong> projects <strong>in</strong> <strong>in</strong><strong>for</strong>mal settlements <strong>in</strong> Buguruni.<br />
Although <strong>the</strong>y <strong>in</strong>itially considered work<strong>in</strong>g on a pit latr<strong>in</strong>e construction project, <strong>the</strong>y<br />
identified that work<strong>in</strong>g on <strong>the</strong> pit latr<strong>in</strong>e empty<strong>in</strong>g segment could deliver more benefits and<br />
be <strong>potential</strong>ly more bankable. They found that latr<strong>in</strong>es are emptied regularly, exist<strong>in</strong>g<br />
latr<strong>in</strong>es can be “revived” and become functional, with m<strong>in</strong>imum needs to <strong>in</strong>vest <strong>in</strong><br />
upgrad<strong>in</strong>g <strong>the</strong>m.<br />
In <strong>the</strong> first project, TAFSUS is plann<strong>in</strong>g to facilitate <strong>the</strong> acquisition <strong>of</strong> 2 gulper units (based<br />
on <strong>the</strong> model promoted by WaterAid) by a local CBO, <strong>the</strong> Ukonga Development Trust<br />
Fund. This CBO is well respected <strong>in</strong> <strong>the</strong> local area where it operates (where it had done a<br />
project to develop schools, built 8 classrooms, passed on to <strong>the</strong> municipality) but has no<br />
prior <strong>sanitation</strong> experience. In <strong>the</strong> planned project, <strong>the</strong> CBO will borrow from a commercial<br />
bank and operate <strong>the</strong> service. TAFSUS is help<strong>in</strong>g <strong>the</strong> CBO develop a bankable project,<br />
