provide entrepreneurship tra<strong>in</strong><strong>in</strong>g and will provide a guarantee on <strong>the</strong> Bank loan. The CBO<br />
leaders will also need to pledge <strong>the</strong>ir own personal assets to guarantee <strong>the</strong> loan.<br />
Azania bank (which is represented on TAFSUS Board <strong>of</strong> Directors) has <strong>in</strong>dicated a strong<br />
<strong>in</strong>terest <strong>in</strong> fund<strong>in</strong>g <strong>the</strong> project. The loan currently under discussion is <strong>for</strong> approximately<br />
TZS 19.7 million (slightly under USD 15,000), to cover <strong>the</strong> purchase <strong>of</strong> two tricycles, two<br />
gulpers, two sludge tanks, 50l barrels, spades and operat<strong>in</strong>g equipment, <strong>in</strong>itial operat<strong>in</strong>g<br />
funds and tra<strong>in</strong><strong>in</strong>g costs. It would carry an <strong>in</strong>terest rate <strong>of</strong> 13.5% (which is lower than <strong>the</strong><br />
typical 18% <strong>the</strong>y would <strong>of</strong>fer, thanks to TAFSUS’s guarantee). The loan maturity is 2 years<br />
with a 3 month grace period.<br />
Ano<strong>the</strong>r <strong>sanitation</strong> project close to f<strong>in</strong>ancial closure entails f<strong>in</strong>anc<strong>in</strong>g <strong>the</strong> construction <strong>of</strong><br />
boreholes, public toilets and water taps to supply a public market and surround<strong>in</strong>g<br />
communities. Although markets are owned by municipalities, <strong>the</strong> day to day activities are<br />
managed by a market committee, <strong>for</strong>med by <strong>the</strong> vendors’ association. The market<br />
committee will borrow be manag<strong>in</strong>g and runn<strong>in</strong>g <strong>the</strong> public toilet and will apply user<br />
charges from which to service <strong>the</strong> loan. The municipality still has to agree that <strong>the</strong> market<br />
committee can access loan. If market committee is not per<strong>for</strong>m<strong>in</strong>g, <strong>the</strong>n <strong>the</strong> municipality<br />
could dissolve it and put a new one <strong>in</strong> place. Approval <strong>for</strong> tak<strong>in</strong>g on <strong>the</strong> loan also has to go<br />
through <strong>the</strong> general meet<strong>in</strong>g <strong>of</strong> <strong>the</strong> vendors’ association. However, <strong>the</strong> project is currently<br />
on-hold due to a land dispute problem, which affects <strong>the</strong> ability to build <strong>the</strong> public toilet.<br />
3. Sources <strong>of</strong> fund<strong>in</strong>g<br />
TAFSUS was created based on <strong>the</strong> recommendations <strong>of</strong> a study funded by UN-Habitat as<br />
part <strong>of</strong> its Slum Upgrad<strong>in</strong>g Facility project. This <strong>in</strong>itial feasibility study <strong>for</strong> sett<strong>in</strong>g up Local<br />
F<strong>in</strong>anc<strong>in</strong>g Facilities was carried out <strong>in</strong> 2004 <strong>in</strong> Ghana, Sri Lanka, Indonesia and <strong>Tanzania</strong>.<br />
A number <strong>of</strong> donors were <strong>in</strong>volved <strong>in</strong> <strong>the</strong> sett<strong>in</strong>g up <strong>of</strong> <strong>the</strong> credit enhancement facility,<br />
<strong>in</strong>clud<strong>in</strong>g SIDA, DFID (with fund<strong>in</strong>g channelled via <strong>the</strong> Cities Alliance <strong>the</strong>n transferred to<br />
UN-Habitat, <strong>the</strong> implementer <strong>of</strong> <strong>the</strong> project.<br />
4. Overall assessment <strong>of</strong> <strong>the</strong>ir <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance experience<br />
TAFSUS is also work<strong>in</strong>g at a broader level to develop f<strong>in</strong>ancial services <strong>for</strong> hous<strong>in</strong>g<br />
improvements, through <strong>the</strong> hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group and through <strong>in</strong>dividual<br />
actions. For example, <strong>the</strong>y have been work<strong>in</strong>g with <strong>the</strong> Dar Es Salaam Community Bank<br />
to assist <strong>the</strong>m with <strong>the</strong> development <strong>of</strong> a hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance product to f<strong>in</strong>ance hous<strong>in</strong>g<br />
improvements (such as a ro<strong>of</strong>, a latr<strong>in</strong>e). Under this programme, TAFSUS would deposit<br />
money <strong>in</strong> a Fixed Deposit Receipt account (TZS 500 million or USD 370,000 <strong>for</strong> 3 years)<br />
that DCB could use <strong>for</strong> extend<strong>in</strong>g hous<strong>in</strong>g micr<strong>of</strong><strong>in</strong>ance loans. DCB currently have 11,000<br />
solidarity group lend<strong>in</strong>g clients, which means that <strong>the</strong>ir exist<strong>in</strong>g customers will be able to<br />
access <strong>the</strong>se hous<strong>in</strong>g loans. They will select <strong>the</strong> middle section <strong>of</strong> <strong>the</strong>ir clientele (those<br />
deemed able to repay). They see that as a way to add an additional product to <strong>the</strong>ir range<br />
and as a way to reta<strong>in</strong> <strong>the</strong>ir clients.<br />
However, <strong>the</strong>y believe that <strong>sanitation</strong> has its own challenges, as few people want to talk<br />
specifically about it. There<strong>for</strong>e, <strong>the</strong>y would recommend <strong>the</strong> establishment <strong>of</strong> a separate<br />
work<strong>in</strong>g group to give <strong>the</strong> issue a special push as well as collaborat<strong>in</strong>g with <strong>the</strong> hous<strong>in</strong>g<br />
micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group (given that <strong>in</strong>vestment <strong>in</strong> a latr<strong>in</strong>e can represent about 20 to<br />
25% <strong>of</strong> a hous<strong>in</strong>g loan.<br />
The role <strong>of</strong> a <strong>sanitation</strong> micr<strong>of</strong><strong>in</strong>ance work<strong>in</strong>g group could be to dissem<strong>in</strong>ate <strong>in</strong><strong>for</strong>mation,<br />
carry out advocacy activities, streng<strong>the</strong>n en<strong>for</strong>cement <strong>of</strong> exist<strong>in</strong>g requirements to have a<br />
<strong>sanitation</strong> facility (through work<strong>in</strong>g with <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> health and local governments). In<br />
addition, <strong>the</strong>y believe that <strong>the</strong> development <strong>of</strong> pit latr<strong>in</strong>e empty<strong>in</strong>g services would facilitate<br />
en<strong>for</strong>cement as people would no longer have <strong>the</strong> excuse <strong>of</strong> say<strong>in</strong>g that no option is<br />
available <strong>for</strong> pit latr<strong>in</strong>e empty<strong>in</strong>g and <strong>the</strong>re<strong>for</strong>e empty <strong>the</strong>ir pit content on <strong>the</strong> street.<br />
