2.5 IDENTIFICATION OF RISK CONTROL MEASURES<br />

After the hazard list was generated and rationalised, a number of risk<br />

control identification meetings were held, both at CentrePort and at the<br />

Harbourmaster’s Office. These were then developed in relation to the 30 key<br />

hazards ranked at the top end of the hazard list. The risk control available<br />

to Wellington Harbour is quite significant and is spread between the<br />

operating procedures of CentrePort and the risk management applied by the<br />

Harbourmaster system and Maritime Rules. This is discussed in the body of<br />

this report, at section 11. For this risk assessment, the existing risk control<br />

was also considered against each of the 30 key hazards. This is mapped in<br />

relation to the risk control supplied by CentrePort and the risk control<br />

supplied by the Harbourmaster system. This mapping is attached as Annex<br />

F. Generic anti collision bylaws and maritime rules are referenced at Annex<br />

G. Risk Control Options as identified against the top 30 hazards are<br />

presented in section 12 and discussed further in section 13.<br />

2.6 RISK MANAGEMENT SOFTWARE UTILISED<br />

Authors used the HAZMAN Risk Assessment and Safety Management<br />

software package, developed by Marico <strong>Marine</strong> in consultation with<br />

Harbourmasters internationally. The program is a practical and<br />

comprehensive tool facilitating port and harbour risk assessments, then<br />

helping with initiation and monitoring of a Navigational Safety Management<br />

System. HAZMAN is fully compatible with the Port and Harbour <strong>Marine</strong><br />

Safety Code.<br />

A Hazard List and Hazard Ranking (see 3.1.1) are the key outputs to which<br />

risk control measures can be linked. The system also has a comprehensive<br />

audit trail, automatically recording all changes made to hazards and risk<br />

control barriers in place.<br />
