However, Table 6 reports that the highest risk (a serious ferry incident at<br />

the harbour entrance), has have an overall risk score of 6.8. This is at the<br />

end of the ALARP region26 , when considered against the treatment criteria.<br />

Although this risk involves passenger ferry operations with associated<br />

consequence potential from any serious incident, the frequency of initiating<br />
