wharves not visible to vessel crew. Kayak<br />

paddling in prohibited area, kayaker not<br />

aware of this area or lacks general<br />

Power driven vessel navigating at speed<br />

within 200 meters of shore, bylaw<br />

disregard. Poor lookout on power driven<br />

vessel, particularly if excessively trimmed<br />

by stern. Kayaks difficult to detect in<br />

reflected sunlight or choppy conditions.<br />

Poor lookout, made more difficult by<br />

spray. High relative speed of approach in<br />

crossing situation. Heavy concentration of<br />

windsurfers from both directions.<br />

Windsurfer falls off in path of leisure craft<br />

or vessel. Leisure craft operator or<br />

windsurfer lacks general maritime<br />

Remarks<br />

The Harbours Department regularly<br />

audits the safety briefing given to kayak<br />

hirers to ensure that necessary safety<br />

information is given. There is less<br />

control of independent kayakers where<br />

general lack of maritime knowledge<br />

amongst leisure users is an issue.<br />

Kayaking activity is rapidly increasing in<br />

<strong>NZ</strong>.<br />

Kayaks also need to be aware of the<br />

requirements of existence of water ski<br />

lanes and areas reserved for PWC's and<br />

avoid crossing these areas while in use.<br />

Kayakers may not be aware of the lowvisibility<br />

of their craft to other vessels.<br />

Kayaks may be encountered in any part<br />

of the harbour but particularly close to<br />

shore in Oriental and Evans Bay, the<br />

eastern bays and around Somes Island.<br />

Conflict between other craft and kayaks<br />

is also covered specifically in Hazard<br />

32, 'Kayak and other vessel conflict,<br />

Lambton Harbour'.<br />

In fresh Northerly conditions Evans Bay<br />

is a popular windsurfing area,<br />

particularly between Shelly Bay and<br />

Snapper Point. Other leisure users need<br />

to be especially vigilant navigating<br />

through this area as windsurfers<br />

approach at high speed from both sides.<br />

Conflicts between commercial<br />

movements such as tankers and<br />

windsurfers are also possible although<br />

of lower probability given the low<br />

frequency of tanker movements through<br />

Evans Bay.
