Such technologies may require pre-treatment technologies such as Mechanical Biological Treatment (MBT) to prepare the waste. In the Climate Change Action Plan they are referred to as nonincineration technologies. Anaerobic Digestion This is the biological degradation of organics in the absence of oxygen, producing biogas (typical composition of 65 per cent methane and 35 per cent carbon dioxide) and residue (digestate) suitable for use as a soil improver. Biodegradable waste is defined in Council Directive 1999/31/EC on the landfill of waste as meaning any waste that is capable of undergoing anaerobic or aerobic decomposition, such as organic kitchen and green garden waste, and paper and paperboard. Biomass is the total dry organic matter or stored energy of plant matter. As a fuel it includes energy crops and sewage as well as forestry and agricultural residues. Brownfield land Both land and premises are included in this term, which refers to a site that has previously been used or developed and is not currently fully in use, although it may be partially occupied or utilised. It may also be vacant, derelict or contaminated. This excludes open spaces and land where the remains of previous use have blended into the landscape, or have been overtaken by nature conservation value or amenity use and cannot be regarded as requiring development. Business Improvement Districts This concept was originally developed in the USA for increasing investment within defined areas of a city such as town centres. This is achieved through changes to local taxation, based on a supplementary rate levied on businesses within that defined area. Business waste Refers to commercial, industrial, construction, demolition, excavation and hazardous waste. Buy Recycled Collecting materials for recycling is only the first step in the recycling process. Once the material has been collected, sorted and sent to reprocessors, it is then recycled into new products. Making a conscious effort to seek out and buy products made from recycled materials is essential. The future of recycling ultimately depends on there being a market for the materials collected.
