52 Mayor of London Making waste work in London The Mayor’s Draft Business Waste Management Strategy 3.81 Another opportunity for local authorities is to collect business waste and recycled materials at their reuse and recycling centres, however, the current network of reuse and recycling centres is not sufficient to offer a comprehensive service Londonwide. Local authorities should investigate the capacity of their reuse and recycling centre network to collect business waste and identify sites for new centres to build capacity within London. Proposal 5 The Mayor expects London boroughs to offer competitive waste and recycling collection services for local businesses, in partnership where necessary, including: ■ recycling services of at least the same materials as their household collections ■ organic kitchen waste collections ■ accepting business waste for reuse or recycling at their reuse and recycling centres ■ actively promoting their services to businesses. 3.82 Local authorities will only ever be responsible for a small proportion of business waste, therefore the private and third sectors must also take responsibility to offer reuse and recycling services to businesses. Waste Strategy 2007 tasks the waste management industry with creating a ’modern, efficient and environmentally responsible industry working closely with businesses, local authorities and regulators to produce the best balance of environmental, economic and social outcomes’ 113 . 3.83 Support is increasingly being given to the waste management industry to expand their businesses and tailor their services to suit particular business sizes and sectors. For example, WRAP has been funding service providers to develop their recycling services for small businesses and the LDA is supporting the development of food waste collection schemes 114 . 3.84 Organisations and services supported by WRAP, the LDA and the BREW Centre to develop recycling services for businesses must be sustainable in the long-term. Providing free or subsidised services as trials could set false expectations and undermine services that are run at cost to customers. Causing customers to swap on and off a range of free or subsidised services will not achieve the principle objective; to increase demand and expand the market. Further, results from trials will not be indicative of the reality of the success of an unsubsidised service in the long run.
Making waste work in London The Mayor’s Draft Business Waste Management Strategy Mayor of London 53 Case study 7 - Help given to make recycling easy for small businesses A series of trials aimed at increasing participation in recycling by small businesses have received funding from WRAP. Paper Round is a large specialist office recycling businesses with more than 3,000 customers in central London. The trial is targeting small businesses in the south east London areas of Lewisham, Bromley, Woolwich and Croydon and providing a collection and recycling service for paper, cardboard, glass, cans, tins, plastic bottles, printer cartridges and IT equipment. The businesses can sign up to a membership service that allows them a certain number of collections each year or a pay as you go service which is ideal for businesses needing less frequent collections. Three hundred businesses will be signing up to participate in the trial. Paper Round is also operating a trial to target hotels in central London areas of Westminster, City of London, Kensington and Chelsea, Camden and the Docklands. Paper Round will provide a collection service for paper, cardboard and glass. Twenty-five hotels will be recruited to participate in the trial and will be provided with wheeled bins and regular collections. The aim of the trial is to make recycling more attractive and convenient for hotels by offering them a service that collects a range of materials. Source: The Waste and Resources Action Programme
