5.7.5.6 The special permit shall not be valid until recorded in the Registry <strong>of</strong> Deeds and<br />

no work may commence until evidence <strong>of</strong> such recording has been received by the<br />

Planning Board and the Building Inspector. Such recording shall be the responsibility <strong>of</strong><br />

the petitioner.<br />

5.7.6 Definitions<br />

The following terms shall have the following meanings for the purposes <strong>of</strong> this Section:<br />

Flexible Development: A residential development in which single family dwelling units<br />

are clustered together into one or more groups on the lot and the groups are separated<br />

from each other and adjacent properties by permanently protected open space.<br />

5.8 Development Standards for BEP Districts<br />

5.8.1 Roads and Utilities<br />

5.8.1.1 Access to the Site: Vehicular access shall be only from a major street or<br />

collector street (as defined in the "Rules and Regulations Governing the Subdivision <strong>of</strong><br />

Land"), except where unusual circumstances make secondary accesses from minor streets<br />

practicable without adverse effects on property along such minor streets. Principal<br />

vehicular access points shall be designed to encourage smooth traffic flow with<br />

controlled turning movements and minimum hazards to vehicular or pedestrian traffic.<br />

Left-hand storage and right-hand turn lanes and/or traffic dividers shall be required where<br />

existing or anticipated heavy traffic flows indicate need.<br />

5.8.1.2 Internal Circulation: Uses within an industrial or <strong>of</strong>fice park shall be served by a<br />

separate internal road system to the maximum extent possible.<br />

5.8.1.3 Construction Standards: Site development shall be in accordance with the<br />

applicable provisions <strong>of</strong> the "Rules and Regulations Governing the Subdivision <strong>of</strong> Land"<br />

regarding utilities, drainage and roadways: roadways shall be designed to the standards<br />

for non-residential subdivisions in said "Rules and Regulations". Upon the written<br />

request <strong>of</strong> the applicant, the Planning Board may waive strict compliance with such<br />

regulations where it is demonstrated that such waiver or modification is in the public<br />

interest and is consistent with this Section, with Section 8.1 <strong>of</strong> the "Rules and<br />

Regulations and with the Subdivision Control Law (MGL, Ch. 41, S. 81-R).<br />

5.8.1.4 Roadway Maintenance: All internal roadways in the site that are privately<br />

maintained may be required by the Planning Board to have a covenant or agreement<br />

executed by the owner or owners <strong>of</strong> record running with the land, and duly recorded at<br />

the Worcester District Registry <strong>of</strong> Deeds to insure that the roadway will be adequately<br />
