Realized with<strong>in</strong> the framework of<br />

the order to VA TECH HYDRO <strong>in</strong><br />

Vevey for the turb<strong>in</strong>e governors for<br />

the two Francis turb<strong>in</strong>es, "the<br />

Hydro Quebec homologation” of<br />

the new governor head Neptun-TC<br />

1703 will allow VA TECH HYDRO to<br />

be qualified as a preferential supplier<br />

of HYDRO QUEBEC for govern<strong>in</strong>g<br />

systems for hydraulic turb<strong>in</strong>es.<br />

This homologation process, very<br />

similar to the one followed by EDF,<br />

consists of two aspects, which aim<br />

at check<strong>in</strong>g the robustness of the<br />

product on the one hand (norm<br />

SN1008), and its performanc on the<br />

other hand (norm SN38.1). At the end<br />

of September, the functional tests<br />

were successfully performed with<br />

the participation of the Hydro<br />

Quebec specialists on the Vevey test<br />

platform. Validation on site will be<br />

done dur<strong>in</strong>g the commission<strong>in</strong>g <strong>in</strong><br />

2004. The robustness tests of the<br />

electronic components will be executed<br />

soon at the VA TECH SAT test<br />

laboratory <strong>in</strong> Vienna.<br />

USA<br />

BRADLEY LAKE<br />

The ACP Department of VA TECH<br />

HYDRO USA is currently work<strong>in</strong>g<br />

on the recently awarded contract<br />

for Electronic Governor Retrofit for<br />

the two governors of the Bradley<br />

Lake project.<br />

The contract was awarded <strong>in</strong> October<br />

2003 by Homer Electric Association.<br />

The project <strong>in</strong>cludes assessment of<br />

the exist<strong>in</strong>g power oscillations, eng<strong>in</strong>eer<strong>in</strong>g,<br />

supply of new deflector and<br />

needle control <strong>va</strong>lves and electronic<br />

control modules, <strong>in</strong>stallation, supervision,<br />

and performance tests for both<br />

units <strong>in</strong> the plant. Additional work was<br />

authorized <strong>in</strong> January 2004, <strong>in</strong>clud<strong>in</strong>g<br />

model test<strong>in</strong>g and eng<strong>in</strong>eer<strong>in</strong>g to<br />

solve deflector problems. The plant<br />

location is very remote, and is accessible<br />

only by air or water. Inclement<br />

weather can have a significant impact<br />

on the time required to get to the plant<br />

and perform the required work.<br />

VA TECH HYDRO was awarded the<br />

contract based on our ad<strong>va</strong>nced <strong>tech</strong>nologies<br />

and the overall <strong>va</strong>lue of the<br />

solution to the owner. The eng<strong>in</strong>eer<strong>in</strong>g<br />

for the project is currently under way,<br />

and the equipment will be delivered<br />

and <strong>in</strong>stalled <strong>in</strong> May 2005. This is an<br />

important reference for VA TECH<br />

HYDRO, and should lead to several<br />

similar projects for clients with governor<br />

stability problems, especially <strong>in</strong><br />

the western region of the US.<br />

USA<br />

FLAMING GORGE<br />

The US Bureau of Reclamation has<br />

awarded VA TECH HYDRO USA a<br />

contract for the supply of three<br />

new Francis runners for Flam<strong>in</strong>g<br />

Gorge <strong>hydro</strong>power plant, located<br />

<strong>in</strong> Utah <strong>in</strong> the US.<br />

The scope of supply <strong>in</strong>cludes a<br />

model test, new runners, new wicket<br />

gates, and the refurbishment of<br />

all other mechanical parts VA TECH<br />

HYDRO USA will have a crew and<br />

supervisors on site for the duration<br />

of the contract. One of the primary<br />

reasons for VA TECH to w<strong>in</strong> the<br />

contract was the high efficiency of<br />

the units, and the result<strong>in</strong>g high<br />

return on <strong>in</strong>vestment for the Bureau.<br />

Runner delivery will start <strong>in</strong> 2005<br />

with the rema<strong>in</strong><strong>in</strong>g units to be<br />

supplied over a period of two years.<br />

The Bureau of Reclamation is one of<br />

the key customers <strong>in</strong> the US market.<br />

VA TECH HYDRO is currently<br />

perform<strong>in</strong>g rehabilitation work for<br />

the Bureau at Grand Coulee, and<br />

our customer-pleas<strong>in</strong>g performance<br />

also had a positive <strong>in</strong>fluence on the<br />

Flam<strong>in</strong>g Gorge award.<br />

COSTA RICA<br />

LA GARITA<br />

Performance tests successfully<br />

completed.<br />

The two Francis units of La Garita<br />

HPP, owned by INSTITUTO<br />

COSTARRICENSE DE ELECTRICIDAD<br />

(ICE), were extensively refurbished<br />

with<strong>in</strong> the framework of a jo<strong>in</strong>t refurbishment<br />

project between VA<br />

TECH HYDRO <strong>in</strong> Vevey and Vienna<br />

for the generators and Mexico for<br />

the control and govern<strong>in</strong>g systems.<br />

With respect to the turb<strong>in</strong>es, runners,<br />

distributors and shafts have<br />

been replaced, together with an<br />

overhaul of the hydraulic surfaces<br />

of all other components. New governors,<br />

cool<strong>in</strong>g systems and equipment<br />

for operation <strong>in</strong> synchronous<br />

condensers have also been <strong>in</strong>stalled.<br />

Follow<strong>in</strong>g the release of unit<br />

1 for commercial operation on February<br />

10, 2003 and unit 2 on December<br />

19, 2002, performance<br />

tests of the turb<strong>in</strong>es and generators<br />

were completed. The thermodynamic<br />

method used to measure the<br />

turb<strong>in</strong>e performance was applied<br />

under very special conditions. Indeed,<br />

a full performance test system<br />
