4 TOP STORY TSANKOV KAMAK VA TECH HYDRO Leads Efforts to Use Hydropower in Climate Protection In its efforts to meet its obligations under the Kyoto Protocol, the Republic of Austria is receiving valuable assistance from VA TECH HYDRO. Austria has committed itself to reducing its emissions of carbon dioxide, methane and four other greenhouse gasses by 13% below their 1990 levels by the year 2012. Up to 50% of the needed reductions can be achieved through climate protection projects in other industrial countries (Joint Implementation, JI) and in developing countries (Clean Development Mechanism, CDM). There are tradable emission certificates for projects resulting in reduced emissions abroad that are credited to the domestic target. An Austrian bank handles the purchase of emission certificates from Kyoto projects on behalf of the Republic of Austria. Hydropower plant Tsankov Kamak as the first climate protection project On October 1, VA TECH HYDRO, together with its consortium partners Verbundplan and Alpine Mayreder, signed the contracts with the Bulgarian company Natsionalna Elektricheska Kompania (NEK) to equip the Bulgarian hydropower plant "Tsankov Kamak” on the Vacha River in the Rhodope Mountains, about 250 kilometers southeast of Sofia. The contract is for the complete hydro– and electro- mechanical equipment for the Tsankov Kamak hydropower plant. The signing ceremony took place in the "Council of Ministers" in Sofia / Bulgaria in the presence of his excellency, the Bulgarian Prime Minister Simeon Borisow Sakskoburgotski and the Minister for Energy, Mr. Kovacev. The VA TECH HYDRO scope of supplies comprises the design, engineering, construction, transport, installation and commissioning of two vertical Francis–type turbines (see technical data below) with digital governors and two butterfly inlet valves with a diameter of 2.25 m, two vertical, rigid coupled generators, transformers, MV and HV switchyard equipment with SF6 breakers, station service system, plant control system, one ecological unit (1.3 MW) as well as the complete hydro-mechanical equip-
ment for the intake structure (one set of trashracks 6.0 x 9.24 m, one set of intake stoplogs as well as one set of intake gates 5.5 x 6.5 m), the dam (4 radial gates 8.0 x 6.15 m and one set of spillway stoplogs 8.07 x 6.2 m as well as the bottom outlet equipment), and the outlet itself (2 sets of draft tube stoplogs 3.8 x 3,0 m) as well as a 640 m long, one lined penstock with a maximum diameter of 4,400 mm and a bifurcation. At the same time, also the civil contract was negotiated with Verbundplan and ALPINE – MAYREDER, both Austrian companies acting under the overall coordination of VA TECH HYDRO. This coordination, amongst other duties, also includes the arrangement of a 100% project financing, arranged by VA TECH FINANCE with a bank consortium under the leadership of Bank Austria Creditanstalt AG. The respective loan agreements were signed on November 14, 2003 in Vienna. VA TECH FINANCE has been accompanying the project for more than two years, being responsible for arranging the entire financial set-up of the project – a project that is based on a bilateral Memorandum of Understanding between the Ministries of Environment in Vienna and Sofia. In letters exchanged thereafter between the ministers, HEPP Tsankov Kamak was declared a pilot project, to be realized on a bilateral basis as a Joint Implementation-Project within the framework of the Kyoto Protocol. The construction period of the project is scheduled to be finished by the end of 2007, perfectly timed to the first Kyoto commitment period starting on January 1, 2008 for the generation of the emission certificates. These certificates, sold and transferred to the Austrian government, are part of the project financing scheme of the Bulgarian client. The outstanding feature of this project, however, lies in its development as a climate protection project and as a consequence in the additional financing by means of emission certificates. Issuing emission certificates upon taking into operation Tsankov Kamak hydropower plant during the Kyoto commitment period from January 1, 2008 until the end of 2012 is equivalent to approximately 1.1 million tons of CO2, being roughly one sixth of the Austrian industries’ Kyoto target. With the realization of the Tsankov Kamak hydropower project VA TECH HYDRO is not only a pioneer in assisting the Austrian government in fulfilling its Kyoto targets but also in prolonging and intensifying the longstanding cooperation with NEK. New Approach to Sustainable Projects in the Future The climate protection mechanisms known as Joint Implementation and Clean Development open up a whole new approach to project development. New power plant projects now on the borderline of not being feasible will be easier to carry out if certificates can help to finance them. For VA TECH HYDRO, Tsankov Kamak is just the beginning of these efforts and further projects are already in the planning stage.
