one set of spillway stoplogs 8.07 x<br />

equipment), and the outlet itself<br />

(2 sets of draft tube stoplogs 3.8 x 3,0<br />

m) as well as a 640 m long, one l<strong>in</strong>ed<br />

penstock with a maximum diameter<br />

of 4,400 mm and a bifurcation.<br />

At the same time, also the civil contract<br />

was negotiated with Verbundplan<br />

and ALPINE – MAYREDER,<br />

both Austrian companies act<strong>in</strong>g<br />

under the overall coord<strong>in</strong>ation of<br />

VA TECH HYDRO. This coord<strong>in</strong>ation,<br />

amongst other duties, also <strong>in</strong>cludes<br />

the arrangement of a 100% project<br />

f<strong>in</strong>anc<strong>in</strong>g, arranged by VA TECH<br />

FINANCE with a bank consortium<br />

under the leadership of Bank Austria<br />

Creditanstalt AG. The respective<br />

loan agreements were signed on<br />

November 14, 2003 <strong>in</strong> Vienna.<br />

VA TECH FINANCE has been<br />

accompany<strong>in</strong>g the project for more<br />

than two years, be<strong>in</strong>g responsible<br />

for arrang<strong>in</strong>g the entire f<strong>in</strong>ancial<br />

set-up of the project – a project that<br />

is based on a bilateral Memorandum<br />

of Understand<strong>in</strong>g between the<br />

M<strong>in</strong>istries of Environment <strong>in</strong> Vienna<br />

and Sofia. In letters exchanged<br />

thereafter between the m<strong>in</strong>isters,<br />

HEPP Tsankov Kamak was declared<br />

a pilot project, to be realized on a<br />

bilateral basis as a Jo<strong>in</strong>t Implementation-Project<br />

with<strong>in</strong> the framework<br />

of the Kyoto Protocol.<br />

The construction period of the<br />

project is scheduled to be f<strong>in</strong>ished<br />

by the end of 2007, perfectly timed<br />

to the first Kyoto commitment<br />

period start<strong>in</strong>g on January 1, 2008<br />

for the generation of the emission<br />

certificates. These certificates, sold<br />

and transferred to the Austrian<br />

government, are part of the project<br />

f<strong>in</strong>anc<strong>in</strong>g scheme of the Bulgarian<br />

client. The outstand<strong>in</strong>g feature of<br />

this project, however, lies <strong>in</strong> its development<br />

as a climate protection<br />

project and as a consequence <strong>in</strong> the<br />

additional f<strong>in</strong>anc<strong>in</strong>g by means of<br />

emission certificates. Issu<strong>in</strong>g emission<br />

certificates upon tak<strong>in</strong>g <strong>in</strong>to<br />

operation Tsankov Kamak <strong>hydro</strong>power<br />

plant dur<strong>in</strong>g the Kyoto commitment<br />

period from January 1,<br />

2008 until the end of 2012 is equi<strong>va</strong>lent<br />

to approximately 1.1 million<br />

tons of CO2, be<strong>in</strong>g roughly one<br />

sixth of the Austrian <strong>in</strong>dustries’<br />

Kyoto target.<br />

With the realization of the Tsankov<br />

Kamak <strong>hydro</strong>power project<br />

VA TECH HYDRO is not only a<br />

pioneer <strong>in</strong> assist<strong>in</strong>g the Austrian<br />

government <strong>in</strong> fulfill<strong>in</strong>g its Kyoto<br />

targets but also <strong>in</strong> prolong<strong>in</strong>g and<br />

<strong>in</strong>tensify<strong>in</strong>g the longstand<strong>in</strong>g cooperation<br />

with NEK.<br />

New Approach to Susta<strong>in</strong>able<br />

Projects <strong>in</strong> the Future<br />

The climate protection mechanisms<br />

known as Jo<strong>in</strong>t Implementation and<br />

Clean Development open up a<br />

whole new approach to project<br />

development. New power plant<br />

projects now on the borderl<strong>in</strong>e of<br />

not be<strong>in</strong>g feasible will be easier to<br />

carry out if certificates can help to<br />

f<strong>in</strong>ance them. For VA TECH HYDRO,<br />

Tsankov Kamak is just the beg<strong>in</strong>n<strong>in</strong>g<br />

of these efforts and further projects<br />

are already <strong>in</strong> the plann<strong>in</strong>g stage.<br />
