Chapter 1<br />
SCOPE AND RESPONSIBILITIES<br />
1.1. Scope. This <strong>ANGI</strong> provides the Adjutants General (TAGs) personnel and manpower policy<br />
for developing and managing a career program for AGR personnel within their respective States.<br />
The AGR program shall be administered as a career program that may lead to an active duty<br />
(AD) military retirement after attaining the required years of active Federal Military Service<br />
IAW Department of Defense Instruction (DoDI) 1205.18, Full-Time Support (FTS) to the<br />
Reserve Components. For the purposes of this instruction, a career management program is<br />
defined as a program that may afford individuals the opportunity to achieve upward mobility<br />
consistent with manpower constraints and the needs of the <strong>Air</strong> National Guard.<br />
1.2. National Guard Bureau:<br />
1.2.1. Manpower and Resources Division (NGB/A1M).<br />
1.2.1.1. Acts as the lead agent and provides overall personnel and program management<br />
of the AGR program.<br />
1.2.1.2. Provides and evaluates resources, status, grade and end-strength management.<br />
1.2.1.3. Provides implementation guidance for the management and employment of<br />
AGR personnel IAW <strong>ANGI</strong> <strong>36</strong>-<strong>101</strong>, to include review/approval of any waivers and/or<br />
exceptions to policy (ETPs).<br />
1.2.1.4. Provides senior leadership with long-term strategies in the management of AGR<br />
resources.<br />
1.2.1.5. Manages the manpower and programming of AGR end-strength and ensures<br />
AGR authorizations and requirements across all organizations are updated in the<br />
Manpower Programming and Execution System (MPES).<br />
1.2.1.6. Reports AGR end-strength IAW Title 10 U.S.C. Section 115 and controlled<br />
grades IAW Title 10 U.S.C. Sections 12011 (officers) and 12012 (enlisted).<br />
1.2.1.7. Provides each state with their AGR Resource Allocations (RAs) and Controlled<br />
Grades.<br />
1.2.1.8. Coordinates on all AGR promotions and accessions for the controlled grade of<br />
colonel.<br />
1.2.2. <strong>Force</strong> Management Division (NGB/A1P).<br />
1.2.2.1. Formulates AGR policy based on DoDI 1205.18, Full-Time Support (FTS) to the<br />
Reserve Components.<br />
1.2.3. Office of Recruiting and Retention (NGB/RS).<br />
1.2.3.1. Provides management oversight of Recruiting and Retention AGRs.<br />
1.2.3.2. Serves as primary OPR on 8R000 Special Duty Identifier (SDI) oversight and<br />
policy guidance.
