The Wider Context – National Priorities, the Concordat and SOAs 2.7 As noted above, the framework for the preparation of the next LHS flows from the LHS guidance issued in 2008 which sets the LHS in the context of national policies and the new relationship between central and local government referred to as the “Concordat”. Central to this new relationship has been the creation of Single Outcome Agreements (SOAs), which indicate how national policies will be delivered in each local authority area. 2.8 A SOA for the period 2009-2011 has been developed and agreed by the Falkirk Community Planning Partnership. The Vision set out in the SOA is that: • The legacy of our past and the potential of our future are protected, • Our area is at the centre of Scotland, • Our future is as one of the most culturally diverse and distinct areas in Scotland, • Our future has investment in jobs, learning, homes and leisure for all, • Our area is “the place to be” in the third Millennium. Partnership 2.9 Partnership working is at the heart not only of the SOA but also of the development of both the LHS and the SHIP. Key partners in these processes include other Council Services, the Scottish Government, RSLs, developers and a wide range of other public sector agencies. 2.10 The Falkirk SHIP 2008 indicated that the Council was reviewing partnership processes as part of work to take forward the next LHS. As noted earlier, Appendix 2a indicates the framework for partnership working that will underpin the development of the next Local Housing Strategy whilst Appendix 2b demonstrates the extent of partnership working involved at all levels in the process of preparing the next LHS. 2.11 Following discussions with RSLs it was agreed that the RSL Forum, which is chaired and hosted by RSLs, would have an important role to play in discussing strategic issues such as the SHIP and how it fits with wider LHS priorities. The Forum has equal status in the LHS framework with the LHS Steering Group and has a direct link into the strategic community planning process through the Improving Our Neighbourhoods Group. 12
2.12 The RSL Forum meets quarterly and offers the opportunity for open discussions between the Council and all its RSL partners on strategic issues that feed in to the LHS process. At a more operational level there are strong, well-established liaison arrangements between RSL development staff and the Council on specific projects with regular meetings being held between the Council’s development partnership officers and RSL development staff. The diagram below illustrates the integrated nature of the relationship between the Council, RSL partners and the Scottish Government Housing and Regeneration Directorate where all three have to work co-operatively if both national and local housing objectives are to be met. The Falkirk SOA Local Authority Scottish Government Housing & Regeneration Directorate RSL Development Partners/ Private Developers 2.13 The SOA takes account of the demographic and economic factors that influence housing need and demand in the Council area and drives and underpins the Local Housing Strategy by identifying clear strategic housing outcomes. The outcomes and indicators identified in the SOA relating to housing and support issues will effectively form a core set of outcomes and indicators within the next Local Housing Strategy. The following diagram indicates the key influences on the LHS process.
