possible a united policy and a fairly uniform organisa-<br />
tion. Before it came <strong>in</strong>to existence each district<br />
was a separate entity, and each missionary developed<br />
his work on his own l<strong>in</strong>es. This state of th<strong>in</strong>gs might<br />
give full play to <strong>in</strong>dividuality, but it <strong>in</strong>volved loss of<br />
<strong>the</strong> help which mutual experience was able to provide<br />
for <strong>the</strong> missionaries. Under <strong>the</strong> present scheme,<br />
without loss of <strong>the</strong> best k<strong>in</strong>d of freedom, all <strong>the</strong> districts<br />
abide by certa<strong>in</strong> rules mutually agreed upon. This<br />
applies particularly to <strong>the</strong> system under which <strong>the</strong> agents,<br />
tra<strong>in</strong>ed <strong>in</strong> <strong>the</strong> central <strong>in</strong>stitution at Nandyal, are selected<br />
to work <strong>in</strong> <strong>the</strong> several districts. No district takes an<br />
unfair advantage of ano<strong>the</strong>r <strong>in</strong> secur<strong>in</strong>g men for itself,<br />
and <strong>the</strong> same policy applies to questions of discipl<strong>in</strong>e and<br />
to <strong>the</strong> whole method of procedure <strong>in</strong> <strong>the</strong> receiv<strong>in</strong>g of<br />
converts and <strong>the</strong> build<strong>in</strong>g up of <strong>the</strong> Church. The result<br />
is absence of friction, mutual support, and <strong>in</strong>creased<br />
strength.<br />
It may <strong>in</strong>terest our readers to give some account of Settle<strong>the</strong><br />
means provided <strong>in</strong> <strong>the</strong> S.P.G. Mission for <strong>the</strong> settle-<br />

ment of disputes between <strong>Christian</strong>s and <strong>the</strong> trial of<br />
charges brought by one <strong>Christian</strong> aga<strong>in</strong>st ano<strong>the</strong>r<br />
which, it need hardly be said, are as far as possible kept<br />
out of <strong>the</strong> ord<strong>in</strong>ary courts. The Mission provides two<br />
k<strong>in</strong>ds of tribunals.<br />
The lower court is called a panchayat, a word which<br />
means, properly (as before expla<strong>in</strong>ed), a body of five.<br />
In our Mission <strong>the</strong> panchayat is not a permanent body,<br />
but is appo<strong>in</strong>ted for each case. The president of <strong>the</strong><br />
court is <strong>the</strong> pastor or catechist. Of <strong>the</strong> rema<strong>in</strong><strong>in</strong>g four<br />
members, one is appo<strong>in</strong>ted by <strong>the</strong> missionary, one by
