is really conceivable. Amus<strong>in</strong>g examples of misplaced<br />
benevolence, on <strong>the</strong> part of Englishmen who thought <strong>the</strong><br />
one th<strong>in</strong>g necessary was to get a man out of debt and<br />
give him a fresh start, are on record. They illustrate<br />
chiefly <strong>the</strong> extreme alacrity of <strong>the</strong>se people to get <strong>in</strong>to<br />
debt aga<strong>in</strong>. Then it must not be forgotten how young<br />
<strong>the</strong> people are caught <strong>in</strong> <strong>the</strong> meshes. It not uncommonly<br />
happens that money is borrowed for a boy's wedd<strong>in</strong>g,<br />
and <strong>the</strong> boy himself, as soon as he becomes of age,<br />
is persuaded to take over <strong>the</strong> liability for <strong>the</strong> debt.<br />
A great deal of coercion might be applied if he refused.<br />
Thus <strong>the</strong> young man starts life with a load of debt which<br />
he will never shake off to his djdng day. Over and above<br />
all <strong>the</strong>se considerations stands <strong>the</strong> prime fact that a<br />
moneylender of some sort is an absolute necessity,<br />
without which people could not, as society is constituted,<br />
go on liv<strong>in</strong>g at aU. The hope for <strong>the</strong> future lies <strong>in</strong> <strong>the</strong><br />
advance of education. The more educated do not keep<br />
free from debt, but <strong>the</strong>y know <strong>the</strong>ir liabilities, and are <strong>in</strong><br />
<strong>the</strong> way of learn<strong>in</strong>g more provident methods of lay<strong>in</strong>g<br />
out <strong>the</strong>ir earn<strong>in</strong>gs. A people cannot be <strong>in</strong>capable of true<br />
thrift who are content to live so frugally and to pay so<br />
regularly all <strong>the</strong> spare portion of <strong>the</strong>ir <strong>in</strong>come to a class<br />
with alien <strong>in</strong>terests. But this is enough to illustrate<br />
<strong>in</strong> what difficulties <strong>the</strong> economical betterment of our<br />
people is <strong>in</strong>volved.<br />
It rema<strong>in</strong>s briefly to touch on <strong>the</strong> relations of <strong>the</strong> Local<br />
villages to <strong>the</strong> Government <strong>in</strong> ways hi<strong>the</strong>rto undescribed. f^o^^'"-<br />

<strong>the</strong> vUlage officials and <strong>the</strong> officers of <strong>the</strong> Government<br />
