1.0 ISSUES<br />

FIVE-YEAR REVIEW SUMMARY FORM<br />

The following sections summarize the issues identified during the five-year review. A listing of the<br />

issues is presented in Table 1.<br />

1.1 OU 1<br />

Trichloroethene (TCE) in groundwater has been identified outside the capture area of the Operable Unit 1<br />

(OU 1) remedy. TCE above the aquifer cleanup level is present off site in a narrow plume extending<br />

approximately 400 feet downgradient of the existing line of extraction wells (EW) located at the former<br />

<strong>Fort</strong> <strong>Ord</strong> property boundary. Concentrations of TCE in downgradient locations exceed the aquifer<br />

cleanup levels specified in the OU 1 Record of Decision (ROD) and will require remediation to be<br />

compliant with the ROD objectives and applicable or relevant and appropriate requirements (ARAR).<br />

1.2 OU 2<br />

1.2.1 Landfill Cap<br />

The landfill has not been closed, but an impermeable cover has been placed on each of the cells where<br />

wastes were placed. <strong>Final</strong> closure of the landfill is scheduled after excavated soil from <strong>Site</strong> 39 is placed<br />

within Cell E of the landfill.<br />

1.2.2 Groundwater Treatment<br />

The expanded Operable Unit 2 (OU 2) groundwater remedy is operating at the designed flow rates.<br />

Based on monitoring performed since system modification, it appears to have achieved hydraulic capture<br />

of the groundwater containing Containment of Concerns at concentrations above aquifer cleanup levels<br />

except at the eastern edge of the plume where two additional wells have been installed for capture. The<br />

groundwater contaminant mass within the hydraulic capture area is expected to be adequately addressed<br />

by the existing remedy.<br />

1.4 <strong>Site</strong> 31<br />

U.S. Environmental Protection Agency (EPA) and the Department of Toxic Substances Control (DTSC)<br />

concurred that no further remedial action is necessary in letters dated September 20, 1999, and June 28,<br />

2006, respectively. In its letter, the DTSC requested long-term management in the form of a land use<br />

covenant prohibiting excavation, exposure of the soil, or use of the area as part of any residential<br />

development be completed on a section of the site on the north face of the ravine and under the power<br />

transmission lines. At DTSC’s request, a covenant to restrict use of property (CRUP) is being prepared.<br />

1.5 <strong>Site</strong> 39<br />

Based on the results of the Basewide Range Assessment and the Ecological Risk Assessment (ERA)<br />

additional areas have been proposed for remediation. The proposed volume of soil to be excavated has<br />

increased substantially and will require a ROD Amendment for the <strong>Site</strong> 39 section of the Basewide<br />

Remedial Investigation (RI) <strong>Site</strong>s ROD. In addition, seven ranges within <strong>Site</strong> 39 cannot be investigated<br />

until the munitions and explosives of concern (MEC) removal is complete.<br />
