initiated to treat the UXO crew and secure the site. Other items found in the vicinity of the incident<br />

included oil filters, scrap metal, paint cans, engines, and ammunition canisters. A Time-Critical Removal<br />

Action was completed in 1994, and soil was determined to be contaminated with lead, oil and grease, and<br />

diesel fuel. The soil contamination in this area was excavated and the cleanup is complete. The Interim<br />

Action Confirmation <strong>Report</strong>, <strong>Site</strong> 39B - Inter-Garrison <strong>Site</strong>, <strong>Fort</strong> <strong>Ord</strong>, California (HLA, 1997f) was<br />

submitted in 1997 and received concurrence from the regulatory agencies in 2006.<br />

<strong>Site</strong> 41 – Crescent Bluff Fire Drill Area<br />

<strong>Site</strong> 41 consists of four small fire-fighting training pits identified during personnel interviews located on a<br />

bluff approximately 0.75 mile southeast of the East Garrison. The training pits were overgrown and<br />

contained ponded water during wet seasons. Potential contaminants associated with training pits were<br />

flammable liquids (e.g., fuels and solvents). The contaminated soil in this area was excavated and<br />

removed in accordance with the IAROD and all the cleanup related to the site is complete. The Interim<br />

Action Confirmation <strong>Report</strong>, <strong>Site</strong> 41 - Crescent Bluff Fire Drill Area, <strong>Fort</strong> <strong>Ord</strong>, California (HLA, 1997d)<br />

was submitted in 1997 and received concurrence from the regulatory agencies in 2006.<br />

Outfall OF-15<br />

Outfall OF-15 included a storm drain and channel immediately west of Trainfire Range No. 11 on the<br />

Beach Trainfire Ranges (<strong>Site</strong> 3). The contaminated soil in this area was excavated and removed in<br />

accordance with the IAROD and the cleanup related to this site is complete. The Interim Action<br />

Confirmation <strong>Report</strong>, Outfall 15, Former <strong>Fort</strong> <strong>Ord</strong>, California (HLA, 1998b) was submitted in 1998 and<br />

received concurrence from the regulatory agencies in 2005.<br />

<strong>Site</strong> 34B – Former Burn Pit, Fritzsche Army Airfield Defueling Area<br />

Fritzsche Army Airfield is located on the northern side of the former <strong>Fort</strong> <strong>Ord</strong> at the northern end of Imjin<br />

Road, and is bounded by Reservation Road to the south and Imjin Road to the east. Three sites of<br />

potential concern and an additional magnetic anomaly location were identified and investigated at FAAF,<br />

but only the Former Burn Pit (<strong>Site</strong> 34B) was identified as a potential IA area.<br />

<strong>Site</strong> characterization activities at <strong>Site</strong> 34B identified soil contaminated with TPH as motor oil, dioxins and<br />

furans, and lead resulting from previous burn pit activities. All contaminated soil has been removed and<br />

the Interim Action Confirmation <strong>Report</strong> Interim Action Area 34B, Former Burn Pit, <strong>Site</strong> 34—Fritzsche<br />

Army Airfield Defueling Area, Former <strong>Fort</strong> <strong>Ord</strong>, California (Shaw, 2003) was submitted in 2003. The<br />

confirmation report received concurrence from DTSC in 2007 and is pending concurrence from EPA.<br />

<strong>Site</strong> 39A – East Garrison Ranges Areas HA-80 and HA-85<br />

HA-80 and HA-85 are located within <strong>Site</strong> 39A, which is on the eastern side of the former <strong>Fort</strong> <strong>Ord</strong> East<br />

Garrison, at the eastern end of Watkins Gate Road. HA-80 and HA-85 were identified as a landscape<br />

target range and a 50-yard rifle range, respectively, on the 1940 Camp <strong>Ord</strong> map showing the Ultimate<br />

Layout of Concurrent Training Areas.<br />

HA-80 and HA-85 were identified for site characterization based on the results of a site reconnaissance<br />

and site investigation sampling. These areas contained soil with lead and antimony associated with<br />

former small arms firing ranges. The contaminated soil was excavated and removed in accordance with<br />

the IAROD and the cleanup related to this site is complete. The Interim Action Confirmation <strong>Report</strong> IA<br />

Areas 39A HA-80 and 39A HA-85<strong>Site</strong> 39A, Ranges Former <strong>Fort</strong> <strong>Ord</strong>, California (MACTEC, 2006a) was<br />

submitted in 2006 and received concurrence from the regulatory agencies in 2006.<br />

10.2.3 System Operations and Maintenance<br />

There are no O&M requirements under the IAROD.<br />
