9.0 NO ACTION SITES ROD<br />
This section presents background information on the NoA <strong>Site</strong>s ROD and, a summary of remedial<br />
actions, and a list of sites that have completed the process.<br />
9.1 No Action <strong>Site</strong>s Summary<br />
A NoA ROD was signed in April 1995 (Army, 1995a) and is based on the Army's NoA Proposed Plan<br />
(Army, 1994c). The NoA ROD defines the criteria that a site must meet to qualify as a NoA site and<br />
describes the approval process. NoA sites at <strong>Fort</strong> <strong>Ord</strong> are either:<br />
• Category 1 <strong>Site</strong>s: already in a protective state and pose no current or potential threat to human health<br />
or the environment.<br />
• Category 2 <strong>Site</strong>s: where CERCLA does not provide authority to take any remedial action. These sites<br />
may be regulated by State or local agencies and follow their requirements.<br />
The criteria and approach for these sites are conservative and consistent with those presented for the OU<br />
and RI sites.<br />
For each proposed NoA site, the evaluation process began with a site characterization investigation and<br />
report. The regulatory agencies reviewed the report and approved it after their comments were addressed.<br />
If the site met the criteria, a NoA approval memorandum was submitted for public comment and<br />
regulatory agency approval. If the approval memorandum was accepted, the site was included in the<br />
NoA ROD process. If approval was not granted, the site was transferred to the IA category<br />
(Section 10.0).<br />
The selected remedy for the NoA sites consisted of no further action.<br />
The following sites were included in the NoA process and have completed the approval process:<br />
• <strong>Site</strong> 11 – AAFES Fueling Station<br />
• <strong>Site</strong> 13 – Railroad Right-of-Way<br />
• <strong>Site</strong> 18 – 1600 Block Facility<br />
• <strong>Site</strong> 19 – 2200 Block Facility<br />
• <strong>Site</strong> 23 – 3700 Block Motor Pool Complex<br />
• <strong>Site</strong> 26 – Sewage Pump Stations, Buildings 5871 and 6143<br />
• <strong>Site</strong> 27 – Army Reserve Motor Pool<br />
• <strong>Site</strong> 28 – Barracks and Main Garrison Area<br />
• <strong>Site</strong> 29 – Defense Reutilization Marketing Office<br />
• <strong>Site</strong> 35 –FAAF Aircraft Cannibalization Yard<br />
• <strong>Site</strong> 37 – Trailer Park Maintenance Shop<br />
• <strong>Site</strong> 38 – AAFES Dry Cleaners<br />
