17.0 DEL REY OAKS MUNITIONS RESPONSE AREA, TRACK 2 ROD<br />

This section presents background information on the DRO MR Area, Track 2 ROD (ROD, in progress); a<br />

summary of preferred remedial alternative; identifies any issues related to the protectiveness of the<br />

remedies based on the review; presents recommendations and follow-up actions, if needed, to address<br />

issues identified during the review; and provides a statement regarding the protectiveness of the site<br />

remedies. This section presents background information on the DRO MR Area, Track 2 MR Remedial<br />

Investigation / Feasibility Study.<br />

17.1 Background<br />

The ROD for the DRO MR Area, Track 2 is in progress. The following sections are based on the Draft<br />

Track 2, Munitions Response RI/FS Del Rey Oaks Munitions Response Area, Former <strong>Fort</strong> <strong>Ord</strong>,<br />

California (MATEC, 2007b), which is currently under agency review.<br />

The DRO MRA is approximately 324 acres and is located along the southwestern boundary of the former<br />

<strong>Fort</strong> <strong>Ord</strong>. The DRO MRA is composed of portions of or all of three MR <strong>Site</strong>s (MRS-15 DRO 01, MRS-<br />

15 DRO 02, and a portion of MRS-43). The entire area that comprises the DRO MRA was investigated<br />

through sampling, and several removal actions were conducted. Following specific removal actions, a<br />

geophysical investigation of the entire MRA was conducted and all detected MEC was removed. The<br />

result of the investigation and removal actions is that portions of the site were investigated multiple times.<br />

The work was conducted using Schonstedt GA-52Cx hand held magnetometers, Geonics EM-61 metal<br />

detectors, Geometrics G858 magnetometers, or a combination of these instruments. Quality control<br />

procedures employed after each removal action indicated the removal work met project requirements,<br />

with the exception of the “11 grid area,” where the possibility of subsurface MEC cannot be entirely ruled<br />

out because machine gun links remaining in this area may create interference that could affect the ability<br />

to detect any potentially remaining MEC below 4 feet bgs.<br />

The DRO MRA land was transferred from the Army to FORA in 2005, and then to the City of Del Rey<br />

Oaks. Identified reuse includes a visitor serving area, a business park, light industrial, and office park.<br />

The specific reuse of the visitor serving area was not identified; however, intended reuses reportedly<br />

include a golf course, lodging, and retail. Since the time the property was transferred, residential use is<br />

also being considered based on a proposed zoning change by the City of Del Rey Oaks that would allow<br />

residential development in the DRO MRA. The site is currently undeveloped.<br />

17.2 Remedial Actions<br />

17.2.1 Remedy Selection<br />

The Army evaluated three remedial alternatives described below to address risks from any MEC that<br />

potentially remains in the DRO MRA during development and in the future following development and<br />

reuse of the area.<br />

• Alternative 1: No Further Action<br />

• Alternative 2: Land Use Controls Including Use Prohibitions<br />

• Alternative 3: Land Use Controls Without Use Prohibitions<br />
