7.3.2.1 Remedy Selection<br />

The following four remedial alternatives were evaluated for <strong>Site</strong> 31 in the FS (HLA, 1995f).<br />

• Alternative 1: NoA<br />

• Alternative 2: Excavation, Soil Screening, and Onsite Disposal<br />

• Alternative 3: Excavation and Onsite Disposal<br />

• Alternative 4: Excavation, Soil Screening and Offsite Disposal<br />

Selected Remedy<br />

Alternative 2 is the selected remedy and includes the following components:<br />

• Excavation and segregation of approximately 350 cy of soil and debris containing lead above the<br />

human health based level of concern of 1,860 mg/kg.<br />

• Placement of soil and debris at the OU 2 landfill as part of the foundation layer.<br />

• Deed restrictions.<br />

7.3.2.2 Remedy Implementation<br />

The selected remedy for <strong>Site</strong> 31 was completed. The post remediation human health risk assessment<br />

concluded that human health risks and hazards are unlikely to be associated with future development of<br />

<strong>Site</strong> 31 (IT, 1999b). The post remediation ERA concluded that significant risks to ecological receptors<br />

that are exposed to chemicals remaining at <strong>Site</strong> 31 are not expected (IT, 1999b).<br />

7.3.2.3 System Operations and Maintenance<br />

There are no ongoing activities related to the remedy that require O&M.<br />

7.3.2.4 Progress Since the last <strong>Five</strong>-<strong>Year</strong> <strong>Review</strong><br />

US Environmental Protection Agency and DTSC concurred no further remedial action is necessary in<br />

letters dated September 20, 1999, and June 28, 2006, respectively. In its letter, the DTSC requested longterm<br />

management in the form of a land use covenant prohibiting excavation, exposure of the soil, or use<br />

of the area as part of any residential development be completed on a section of the site on the north face<br />

of the ravine and under the power transmission lines.<br />

7.3.3 Technical Assessment<br />

7.3.3.1 Question A<br />

Is the remedy functioning as intended by the decision document?<br />

The Army has completed the remedial action at <strong>Site</strong> 31 in accordance with CERCLA and the RI <strong>Site</strong>s<br />

ROD, and met the objectives defined in the ROD. Therefore, the remedy is functioning as intended by<br />

the decision document.<br />
