Additional areas identified as Track 0 were documented as such through the Track 0 Plug-In process.<br />

Four separate Approval Memorandums, which are listed below, were prepared to include 45 new areas as<br />

Track 0 areas.<br />

• Track 0 Approval Memorandum, East Garrison Area 1, Former <strong>Fort</strong> <strong>Ord</strong>, Monterey, California<br />

(Malcolm Pirnie, 2003).<br />

• Track 0 Plug-In Approval Memorandum, Selected Parcels – Group B, Former <strong>Fort</strong> <strong>Ord</strong>.<br />

(Army, 2005d).<br />

• Track 0 Plug-In Approval Memorandum, Selected Parcels – Group C, Former <strong>Fort</strong> <strong>Ord</strong>.<br />

(Army, 2005e).<br />

• Track 0 Plug-In Approval Memorandum, Selected Parcels – Group D, Former <strong>Fort</strong> <strong>Ord</strong>.<br />

(Army, 2006b).<br />

12.2.3 System Operations and Maintenance<br />

No operations or maintenance are necessary for the selected remedy.<br />

12.2.4 Property Transfer<br />

A total of 3,067.5 acres over within 188 parcels have been approved for transfer by the Track 0 ROD and<br />

subsequent approval memorandums. As of January 1, 2007, 2,728 acres have been transferred within 163<br />

parcels.<br />

12.3 Technical Assessment<br />

12.3.1 Question A<br />

Is the remedy functioning as intended by the decision document?<br />

The selected remedy for the Track 0 sites was NoA.<br />

12.3.2 Question B<br />

Are the exposure assumptions, toxicity data, cleanup levels and RAOs used at the time of the remedy<br />

selection still valid?<br />

Track 0 areas pose no known current or potential risk to human health or the environment from previous<br />

military munitions-related activities. Therefore, the selected “NoA” remedy is still valid.<br />

12.3.3 Question C<br />

Has any information come to light that could call into question the protectiveness of the remedy?<br />

No new information has been identified that could call the protectiveness of the remedy into question.<br />

12.4 Issues<br />

There are no unresolved issues that have been identified in regard to the protectiveness of human health<br />

and the environment.<br />
