EU16: Policies and requirements<br />
regarding health and safety of<br />
employees and employees of contractors<br />
and subcontractors.<br />
1. Relevance<br />
Given that contractor and subcontractor employees may<br />
engage in high-risk activities, reporting organizations are<br />
expected to ensure that they are trained on health and<br />
safety issues (e.g. electrocution, falling objects, confined<br />
spaces, containers, etc) for their own protection. It is<br />
important to report on contractors and subcontractors<br />
since there is a trend in the electricity utility sector<br />
towards outsourcing work to third parties.<br />
This indicator does not directly address health and safety<br />
of the communities served, but relevant health and<br />
safety training of workers indirectly ensures health and<br />
safety of the surrounding communities.<br />
2. Compilation<br />
2.1 Identify policies on employee classification<br />
given health and safety training (e.g. employees,<br />
employees of contractors and subconctractors,<br />
office staff, plant workers, field workers, etc).<br />
2.2 Identify requirements of training provided (e.g.<br />
onsite, offsite, formal, informal, internal training,<br />
provided by external organisation, etc).<br />
2.3 Identify policies and requirements on health<br />
and safety programs to provide equipment for<br />
employees of all classes and the employees of<br />
contractors and subcontractors.<br />
2.4 Report the policies and requirements, including<br />
monitoring and compliance systems in place<br />
related to health and safety training of employees<br />
and employees of contractors and subcontractors.<br />
3. Definitions<br />
Contractor<br />
Indicator Protocols Set: LA<br />
Contractors are companies working onsite or offsite on<br />
behalf of the reporting organization with a relationship<br />
to the reporting organization determined by a contract.<br />
A contractor may hire their own staff directly and/or<br />
hire sub-contractors or independent contractors.<br />
Sub-contractor<br />
Sub-contractors are companies working onsite or offsite<br />
on behalf of the reporting organization and will have<br />
a direct contractual relationship with a contractor /<br />
sub-contractor but not necessarily with the reporting<br />
organization.<br />
A sub-contractor may hire their own staff directly or<br />
hire independent contractors.<br />
Independent contractor<br />
An independent contractor is an individual working<br />
for the reporting organization, a contractor, or a<br />
subcontractor who has a contract but is not a formal<br />
employee.<br />
