1. Relevance<br />
Information on transmission and distribution efficiency<br />
captures information on technical and non-technical<br />
losses (including unauthorized connections). Losses<br />
can increase costs to consumers, increase emissions<br />
intensity and provide an indication that there are illegal<br />
connections. Illegal connections can be linked to public<br />
health and safety. Year-on-year reporting will enable<br />
companies and their stakeholders to see variation in<br />
losses and identify where improvements can be made.<br />

2. Compilation<br />
2.1 For distribution efficiency differentiate between<br />
technical and non-technical losses, and describe<br />
key assumptions of the estimates.<br />
2.2 Report transmission and distribution losses<br />
separately. Losses are measured as energy lost /<br />
energy entering the system over a one year period.<br />
