1. Relevance<br />

There are cases when people do not pay for their<br />

residential electricity for a variety of different reasons. In<br />

such cases electricity companies may disconnect those<br />

customers from the grid until the arrangements for the<br />

payment have been made.<br />

as well as the speed at which electric utilities reconnect<br />

following payment arrangements, can have a significant<br />
