Attention is invited to the fttct that <strong>of</strong>flcials charged with making express<br />

shipinents are not complying with existing instructions as to declaring<br />

valueR on express bills <strong>of</strong> lading <strong>and</strong> packages. The expresri companies<br />

have instructcd thrir employees to refuse all express shipments when<br />

bilk <strong>of</strong> lading <strong>and</strong> packages are not properly prepared us to value. The<br />

article in TOPICS AND PEIESONNEI,, March, 1926, must be strictly adhrrcd<br />

to <strong>and</strong> value indicatcd on all expresR bills <strong>of</strong> lading <strong>and</strong> packages. When<br />

the coHt exceeds $60 tlic. <strong>of</strong>ficer i8suing the bill <strong>of</strong> lading rnuvt sign below<br />

The Division <strong>of</strong> Supplios will begin to issue fyom stock about Fobruary<br />

1, 1938, mimeograph ink manufactured by the Government Printing<br />

Ofice for use in conncction with milliograph duplicating work. This<br />

ink has a spccial registration <strong>and</strong> has bocn tcetod .at two <strong>of</strong> the statinnra<br />

<strong>and</strong> found satisfactory. This chango is necesmry, sincc3 thc law rrquires<br />

that all duplicating ink br obtained from thc Govrmnicnt Printing Oflicc<br />

DETERMINATION OF VOLUME OF GAS IN HYDROGEN CYLINDERS<br />

In order that the volume <strong>of</strong> gas dclivered by hydrogen contractorn may<br />

bo more accurately dntcrmincd ut receiving stations than horot<strong>of</strong>ort~,<br />

proper corrections Rhould be madc for chmiges in temperature from the<br />

st<strong>and</strong>ard temperature <strong>of</strong> 70°, specified in all hydrogen contracts. The<br />

table <strong>of</strong> correction factors given below has been computed, thor<strong>of</strong>ore, for<br />

the guidance <strong>of</strong> station <strong>personnel</strong> in nialring these corrections.<br />

To convert the pressure indicatod by the high-pressure gage <strong>of</strong> the<br />

hydrogen regulator to the prc.wire which would obtain at 70° F., the<br />

indicated pressuro is niultiplied by the correction factor correspondiiig<br />

to the tomperaturo at which tho cylinder is bcing tmtcd. When tho<br />

pressuro for 70° has been computed, the cubic-foot Rcde on the regulator<br />

will indicato tho volunw dcsired.<br />
