AMENDED PAY-ROLL PROCEDURE

A situation hm arisen which mnkes it necessary ns a matter of policy
for the Central Onice to discontinue the trnntmittal of free nmsngca by
Department of Cornmcrce teletype, now utilized at the close of ench
Qonth for tho purpose of giving notification as to the correctness of the
field pay rolls for the regularly comniasioned personnel. To substitute
the uRe of ordinary telegralns over commercial lines at regular rrttes for
hype cominunication will obligate thc burenu to incur n totnl annual
oet for notification in excess of that which can properly receive ndniinietrativo
approval.
In vicw of the forcgoing, it is necessary to nmend the Circular of October
12, 1‘331, cnptiolied “Important New Pay-Roll Procedure”, to the
that hereafter on tiit! last working day of ench month there will
be forwarded to the Central Office a letter, in cnvelope marlred “Pny-
011 Notification”, certifying that tho current pay roll proviously for-
wded is correct ns ~ubmittcd, or citing such changes as may be necesaary
to mako tho roll corrcct, Tho only exceptions to this procedure
umstances will png-roll notification messages be sent by
1)opartment of Commerce trletypc Ryatem, but since no exception
been taken to use of tho free rndio services of the Army and Navy,
such servicea may still bo used.
There will be no objection raised to transmie~ion of the notifications
by telegraph or airninil at private expcnso if telegrams nre sent at tho
Paid commercial rate. It should bo understood that this is not intended
na a suggestion of tho Ccntrnl Ofilcc that such nction be talrcn.
henever a telegrani or airmail letter is sent at private cost it will be
bholly a matter of personal decision.
Upon receipt of notification after the closc of a month, each correbnding
station pay roll will be forwarded to the Disbursing Oflice for
aYment with na little delay a8 possible.
