To substitute the uRe of ordinary telegralns over commercial lines at regular rrttes for hype cominunication will obligate thc burenu to incur n totnl annual oet for notification in excess of that which can properly receive ndniinietrativo approval. In vicw of the forcgoing, it is necessary to nmend the Circular of October 12, 1‘331, cnptiolied “Important New Pay-Roll Procedure”, to the that hereafter on tiit! last working day of ench month there will be forwarded to the Central Office a letter, in cnvelope marlred “Pny- 011 Notification”, certifying that tho current pay roll proviously for- wded is correct ns ~ubmittcd, or citing such changes as may be necesaary to mako tho roll corrcct, Tho only exceptions to this procedure umstances will png-roll notification messages be sent by 1)opartment of Commerce trletypc Ryatem, but since no exception been taken to use of tho free rndio services of the Army and Navy, such servicea may still bo used.
