The project is an attempt to show the potential of ICT in tackling these problems. Project Description On May 1, the Pune Zilla Parishad launched a novel Telemedicine project to ultimately connect all the PHCs in the district. The partners in the project are the Pune District Administration, The Tata Council for Community Initiatives [TCCI], and DoctorAnywhere.The aim is to demonstrate that it is possible to provide affordable healthcare to the rural public by putting in place a Telemedicine network in Primary Health Centres. TCCI’s mandate is to harness the know-how of various Tata Group companies and encourage them to design and implement programs that help improve the health and hygiene of the various communities that are 'adopted'. Issues pertaining to women and children are given particular importance. TCCI undertakes projects in the fields of education, vocational training, community health, and water management. It advises schools on the purchase of equipment, trains teachers in various skills, and organizes workshops to increase awareness. DoctorAnywhere.com Pvt. Ltd. is a business-to-business (B2B) e-Commerce service that offers medical practitioners requiring an expert opinion access to super-specialists around the country. The service is available to doctors and medical practitioners across the country subscribing to DoctorAnywhere.com. Subscribers have the facility of selecting a superspecialist of their preference from a panel of Doctors and consulting them online, seeking their expert opinion through the Internet. Subscribers are also provided with a running account, with DoctorAnywhere.com and specially developed software for accessing the services offered by the portal. There are 88 PHCs in Pune District, each manning five to six sub-centres. The PHCs are manned by two doctors each and equipped with basic medical facilities, including operation theatres, laboratory and a pharmacy. The staffs consist of 15 personnel who travel to the subcentres to implement government programs on primary health, vaccinations, leprosy and AIDS. The TCCI has donated three Pentium computers for the pilot project. The district administration will provide more computers to other PHCs.
189 Ten specialists [two each from each category] have been chosen from Dermatology, Nephrology, Neurology, Cardiology and Gastro logy. Doctors at the PHCs will refer complicated cases to the specialists in major cities who in turn will give their advice within 24 hours. A doctor at PHC can upload relevant medical reports of his patient using the structured format provided by the software. The doctor can attach images [electrocardiograms, X-Rays, Pathology reports, etc]. The Specialist contacted is expected to respond to the case within 24 hours. In case a reply doesn't come and this fact is brought to the notice of its call-Centre, the portal ensures that a reply is forthcoming within the next 36 hours. Payment to the specialist is made by DoctorAnywhere.com and subtracted from a deposit amount collected from the doctor/PHC subscribing to the service. Hardware requirements are: − − − An Internet enabled PC A modem A web camera to take digital clinical images The service is initially available at the PHCs at Hole in Baramati tehsil, Otur in Junnar tehsil and Nirgudsar in Ambegaon tehsil within a month and in another 40 PHCs within a year. Pune District officials hope to catapult all 88 PHCs into the wired world. Impact The concept has been greeted with widespread interest, and doctors from neighbouring centres have started coming here on ‘sightseeing’ visits. Adds Dr Suresh Dhotre, District Medical Officer, “So enthusiastic is the response that we are already installing computers in six more PHCs.'' States like Jammu and Kashmir (J&K) and Andhra Pradesh are monitoring the experiment. Says Mathur of DoctorAnywhere, who was amazed that the bureaucrats actually took the initiative. “The ripple effect is remarkable.'' “We have already trained 12 government doctors to use the computers and web-cameras,'' says Mathur, admitting that he was dazed by the speed of developments. “A handful of
