According to the Judicial Registrar of the High Court, case records are now available to<br />
litigants <strong>and</strong> the National Informatics Centre [NIC] has designed, developed <strong>and</strong> hosts these<br />
sites for the general public on the two Web sites:<br />

4. Conclusions: Strategies beyond merely Implementing ICT<br />
National <strong>and</strong> state governments, the international agencies are all attempting to marshal their<br />
resources to provide telecom networks <strong>and</strong> Internet connectivity to fill in the digital gap<br />
across nations, across societies, across urban <strong>and</strong> rural populations (19 out of 20 people<br />
world-wide still have no access to the Internet). The corporations <strong>and</strong> mainstream ICT actors<br />
are working for cutting costs <strong>and</strong> improving the quality <strong>and</strong> delivery of basic ICT<br />
infrastructure <strong>and</strong> services. However majority of those in rural <strong>and</strong> semi urban areas who do<br />
not as yet have access to ICT services will have to be convinced of the benefits they can<br />
derive from the exp<strong>and</strong>ed infrastructure <strong>and</strong> services. The Indian initiatives in the Subaltern<br />
ICT Trajectory as described in this chapter, provide a good starting point for looking into<br />
these issues, for devising strategies that go beyond the technology fix of exp<strong>and</strong>ing ICT<br />
infrastructure (to minimise the Digital Divide), <strong>and</strong> which utilise strategies that will ensure an<br />
exp<strong>and</strong>ed participation through Digital Provide in the building of the Knowledge Economy.<br />
