5) assess <strong>the</strong> transition arrangements (exit procedures) from <strong>the</strong> perspective <strong>of</strong> all relevant<br />

stakeholders.<br />

The terms <strong>of</strong> reference for <strong>the</strong> evaluation <strong>of</strong> Commonwealth funded services for survivors <strong>of</strong> torture<br />

and trauma were developed jointly by DIMIA and DHA in consultation with <strong>the</strong> FASSTT. The terms <strong>of</strong><br />

reference were:<br />

1) identify <strong>the</strong> extent to which client and non-client services currently <strong>of</strong>fered by <strong>the</strong><br />

organisations and funded by DIMIA and DHA are meeting client needs and service<br />

requirements (eg newly arrived humanitarian program entrants including TPV holders; long<br />

term residents who have refugee or refugee-like backgrounds, clients residing outside major<br />

metropolitan areas and mainstream providers)<br />

2) based on <strong>the</strong> information generated above, provide options for how <strong>the</strong> service parameters<br />

may be modified to ensure <strong>the</strong>y reflect client needs<br />

3) analyse <strong>the</strong> sources and level <strong>of</strong> Commonwealth funding, determining adequacy, <strong>the</strong> extent<br />

to which <strong>the</strong>y are complimentary and <strong>the</strong> appropriateness <strong>of</strong> <strong>the</strong> funding arrangements<br />

4) identify <strong>the</strong> extent to which torture and trauma services integrate/link with o<strong>the</strong>r relevant<br />

services including what issues impact on this<br />

5) provide advice on possible mechanisms and processes that can assist with future monitoring,<br />

quality assurance and evaluation <strong>of</strong> services, such as national standards.<br />

This report addresses <strong>the</strong> Terms <strong>of</strong> Reference for <strong>the</strong> <strong>IHSS</strong> <strong>Evaluation</strong>. A companion report, which<br />

has yet to be finalised, addresses <strong>the</strong> Terms <strong>of</strong> Reference for <strong>the</strong> <strong>Evaluation</strong> <strong>of</strong> <strong>the</strong> Commonwealth<br />

funded services for <strong>the</strong> survivors <strong>of</strong> torture and trauma. Both parts <strong>of</strong> <strong>the</strong> evaluation were undertaken<br />

concurrently.<br />

1.2 Structure <strong>of</strong> this report<br />

Section 2 outlines <strong>the</strong> background to <strong>the</strong> <strong>IHSS</strong>.<br />

Section 3 presents <strong>the</strong> key achievements in relation to <strong>the</strong> <strong>IHSS</strong><br />

Section 4 addresses <strong>the</strong> Terms <strong>of</strong> Reference 1, 3, 4 and 5 and some o<strong>the</strong>r issues raised during<br />

<strong>the</strong> course <strong>of</strong> <strong>the</strong> evaluation<br />

Section 5 addresses Term <strong>of</strong> Reference 2 which refers to <strong>the</strong> individual service types under <strong>the</strong><br />

<strong>IHSS</strong><br />

The methodology for <strong>the</strong> evaluation is at Attachment A.<br />
