Such problems obviously do not arise where <strong>the</strong> IIOA and AS contracts are managed by <strong>the</strong> one<br />

service provider, which again raises <strong>the</strong> question as to whe<strong>the</strong>r greater clustering <strong>of</strong> certain contracts<br />

should be considered.<br />

Problems also arose in relation to installing and educating clients about goods supplied under <strong>the</strong><br />

HFS contract. Nei<strong>the</strong>r <strong>the</strong> AS nor <strong>the</strong> HFS service provider appears to have responsibility for this task.<br />

IIOA providers, volunteers and o<strong>the</strong>rs have witnessed cases where goods have arrived but not been<br />

unpacked.<br />

Conclusion<br />

While AS providers have reported that providing <strong>the</strong> service has been more expensive and difficult<br />

than foreseen, <strong>the</strong>y have none<strong>the</strong>less largely managed to fulfil <strong>the</strong>ir obligations. This has been in<br />

spite <strong>of</strong> difficulties such as <strong>the</strong> ebbs and flows <strong>of</strong> new arrivals, limited housing stock in many areas,<br />

higher rental prices and <strong>the</strong> fact that some families are more difficult to house.<br />

Options<br />

In <strong>the</strong> last two AS contracts to be awarded in Perth and Brisbane, <strong>the</strong> service model has been<br />

somewhat different in that one provider has delivered both short term and longer term<br />

accommodation with some slightly different terms and conditions. To date this appears to have been<br />

successful, although it is relatively new. If this model continues to be successful, it may well address<br />

some <strong>of</strong> <strong>the</strong> concerns outlined above, particularly in relation to <strong>the</strong> four week issue and <strong>the</strong> penalty<br />

which some service providers currently face.<br />

The main difficulty with this model is that it requires property skills and infrastructure as <strong>the</strong> provider<br />

assumes <strong>the</strong> lease and all <strong>the</strong> attendant responsibilities for <strong>the</strong> short term accommodation. In<br />

practice, this would make it difficult for smaller community groups to provide this type <strong>of</strong> service.<br />

However it would not preclude smaller organisations forming consortia with potential commercial<br />

providers to provide AS services.<br />

Accommodation Support Services<br />

Where appropriate, short-term and longer-term accommodation support services should be combined<br />

to provide a continuous accommodation support service for entrants and to assist in dealing with<br />

some <strong>of</strong> <strong>the</strong> challenges in delivering this service.<br />

5.3 Household Formation Support<br />

5.3.1 Service description<br />

The HFS service aims to provide entrants with a level <strong>of</strong> basic household items to assist <strong>the</strong>m in<br />

establishing a household. The average amount allocated to <strong>the</strong> service provider per household unit is<br />

$1,200, which was calculated on <strong>the</strong> basis <strong>of</strong> additional assistance being available from voluntary,<br />

community and o<strong>the</strong>r services.<br />
