5.4 Proposer Support<br />

5.5.1 Service description<br />

Under <strong>the</strong> SHP entrants are supported in <strong>the</strong>ir applications by an Australian resident or Australian<br />

organisation. These supporting people or organisations are known as ‘proposers’. PS is designed to<br />

assist proposers to fulfil <strong>the</strong>ir role <strong>of</strong> enabling entrants to settle. Under PS proposers have access to<br />

pre-arrival information and post-arrival resources through an information package, a telephone helpline,<br />

referral mechanisms and CSR support.<br />

This assistance is available to all proposers who are directly supporting entrants under <strong>the</strong> SHP<br />

including proposers under <strong>the</strong> Split Family provision <strong>of</strong> <strong>the</strong> <strong>Humanitarian</strong> Program.<br />

5.5.2 Role <strong>of</strong> <strong>the</strong> Proposer Support service provider<br />

The role <strong>of</strong> <strong>the</strong> PS provider is to:<br />

Provide proposers with information and guidance prior to <strong>the</strong> humanitarian entrant’s arrival on<br />

how to assist those entrants to settle in Australia. This information and guidance should be based<br />

on <strong>the</strong> needs <strong>of</strong> proposers and entrants and should consider:<br />

<strong>the</strong> impact <strong>of</strong> settlement on <strong>the</strong> entrant family<br />

issues proposers may face settling entrants<br />

realistic expectations in relation to assisting entrants<br />

how proposers can assist entrants to access a whole range <strong>of</strong> services (including translation<br />

and interpreter services, emergency services, income support, Medicare, financial services,<br />

budgeting advice, community support services, CSR, health assessment and EHAI services,<br />

HFS, education and training, employment, community services, housing, childcare and<br />

immigration advice).<br />

Provide a post-arrival help service through which fur<strong>the</strong>r information and problem solving<br />

guidance to assist entrants to settle is made available to entrants and <strong>the</strong>ir proposers.<br />

Identify cases where <strong>the</strong> proposer is not able to directly support <strong>the</strong> entrant even with appropriate<br />

information and guidance.<br />

Refer entrants to DIMIA State/Territory <strong>of</strong>fices when proposers are not able to support entrants.<br />

5.5.3 Assumptions underlying PS<br />

The PS service is premised on <strong>the</strong> following assumptions:<br />

proposers will assume <strong>the</strong> costs and responsibilities associated with bringing proposed entrants<br />

to Australia and <strong>the</strong>n meeting <strong>the</strong>ir initial settlement needs<br />

PS providers will be able to contact <strong>the</strong> proposer<br />

PS providers will know when proposed entrants are arriving.<br />

Entrants under <strong>the</strong> SHP proposers are required to pay for and arrange flights to Australia, and also<br />

meet <strong>the</strong> costs <strong>of</strong> <strong>the</strong> entrants’ pre-visa medical checks. It is also expected that <strong>the</strong> proposer will be<br />

responsible for meeting <strong>the</strong> SHP entrant(s) at <strong>the</strong> airport and arranging short-term and longer-term<br />
