<strong>the</strong> importance <strong>of</strong> this training is<br />

recognised, an issue for DIMIA to address<br />

is to what extent it should be provided by<br />

<strong>the</strong> <strong>IHSS</strong> or whe<strong>the</strong>r it is <strong>the</strong> responsibility<br />

<strong>of</strong> o<strong>the</strong>r agencies.<br />

There is a significant number <strong>of</strong> problems<br />

associated with PS including <strong>the</strong> inability<br />

<strong>of</strong> many proposers to provide support,<br />

difficulties in tracking down proposers and<br />

barriers to information actually being<br />

passed on to sponsored entrants. The<br />

result is that, <strong>of</strong>ten, PS simply does not<br />

deliver <strong>the</strong> expected outcomes.<br />

The transition to <strong>the</strong> <strong>IHSS</strong> has left a<br />

number <strong>of</strong> volunteers ‘out in <strong>the</strong> cold’ for a<br />

range <strong>of</strong> reasons eg concerns about levels<br />

<strong>of</strong> pr<strong>of</strong>essionalism, quality control,<br />

capacity to resource volunteer<br />

management and contractual limitations.<br />

Volunteer involvement appears to be<br />

crucial to <strong>the</strong> success <strong>of</strong> <strong>IHSS</strong>. While CSR<br />

was developed in response, <strong>the</strong> reality is<br />

that many <strong>of</strong> volunteers operate outside<br />

CSR.<br />

Case Coordination<br />

DIMIA, in conjunction with <strong>IHSS</strong> service<br />

providers, needs to review <strong>the</strong> way in which<br />

case and service coordination currently take<br />

place and to establish practices to ensure<br />

more effective integration <strong>of</strong> services to<br />

clients.<br />

Recommendation 4<br />

Exit Procedures<br />

There is a need to develop standardised exit<br />

protocols and documentation and/or to<br />

disseminate good practice examples <strong>of</strong> <strong>IHSS</strong><br />

exit procedures as part <strong>of</strong> a case planning<br />

process.<br />

Recommendation 5<br />

Duplication<br />

There is a need to better align <strong>IHSS</strong> service<br />

providers with <strong>the</strong> CSSS, including clarification<br />

<strong>of</strong> roles in relation to longer term settlement, in<br />

order to avoid duplication.<br />

Recommendations<br />

In addressing <strong>the</strong>se issues, <strong>the</strong> evaluation<br />

recommends that:<br />

Client Needs<br />

DIMIA should work in conjunction with <strong>IHSS</strong><br />

service providers to review and specify <strong>the</strong><br />

range <strong>of</strong> activities/outcomes for <strong>IHSS</strong>, who is<br />

responsible for each group <strong>of</strong><br />

activities/outcomes and how to identify and<br />

manage a reasonable level <strong>of</strong> need.<br />

Recommendation 2<br />

Integration<br />

Consideration should be given to extending<br />

<strong>the</strong> contracting <strong>of</strong> multiple service types within<br />

one agency (within any one location) and to<br />

greater use <strong>of</strong> subcontracting where specialist<br />

services are sought.<br />

Streamlining/Mainstreaming<br />

DIMIA at a national level, needs to work more<br />

effectively with representatives from o<strong>the</strong>r key<br />

(national) Commonwealth departments and<br />

agencies (eg Centrelink, Health Insurance<br />

Commission, DEWR) and with o<strong>the</strong>r sections<br />

within DIMIA (eg AMEP) to develop<br />

mechanisms for streamlining service provision.<br />

This ‘top-down’ effort would be directed at<br />

enhancing access to mainstream services by<br />

humanitarian entrants and facilitating action by<br />

service providers at a local level.<br />

Recommendation 7<br />

Information<br />

DIMIA should identify whe<strong>the</strong>r <strong>the</strong>re are any<br />

ways <strong>of</strong> improving <strong>the</strong> accuracy <strong>of</strong> information<br />

provided by Overseas Posts.<br />
