a. <strong>Humanitarian</strong> Program entrants are individuals who have <strong>the</strong> inherent right to respect for <strong>the</strong>ir<br />

human worth and dignity.<br />

b. <strong>Humanitarian</strong> Program entrants are able to exercise choice.<br />

c. <strong>Humanitarian</strong> Program entrants are informed and involved in decision making.<br />

d. Services are designed and administered so as to promote <strong>Humanitarian</strong> Program entrants’<br />

competence and to discourage dependency.<br />

e. The health and well-being <strong>of</strong> <strong>Humanitarian</strong> Program entrants are protected.<br />

f. The best interests <strong>of</strong> children are taken into account.<br />

g. The least intrusive and <strong>the</strong> least disruptive option which <strong>of</strong>fers <strong>the</strong> highest degree <strong>of</strong> stability<br />

and certainty is selected.<br />

h. Traditional, cultural and religious values are respected.<br />

i. Services and decisions are ethical and <strong>Humanitarian</strong> Program entrants are not exploited.<br />

j. Services promote participation <strong>of</strong> <strong>Humanitarian</strong> Program entrants in <strong>the</strong> wider community and<br />

<strong>the</strong>ir understanding <strong>of</strong> legal obligations.<br />

k. Organisations providing services are accountable to those who use <strong>the</strong>ir services and to <strong>the</strong><br />

Commonwealth.<br />

l. <strong>Humanitarian</strong> Program entrants are enabled to access services in a coordinated way which<br />

minimises gaps and duplication between services received.<br />

2.2.5 Contracting <strong>IHSS</strong><br />

All service providers, both community-based and some commercial, deliver <strong>IHSS</strong> services on a<br />

contractual basis. Volunteers generally support <strong>the</strong>se providers in delivering <strong>IHSS</strong> services.<br />

Through <strong>the</strong> Request for Tenders process, DIMIA identifies <strong>the</strong> services to be delivered, <strong>the</strong><br />

associated standards and <strong>the</strong> geographical locations in which <strong>the</strong> services are to be provided.<br />

Organisations are invited to tender and tenders are selected on <strong>the</strong> basis <strong>of</strong> <strong>the</strong> best overall value for<br />

money. DIMIA negotiates <strong>the</strong> price and/or pricing formula it will pay for <strong>the</strong> provision <strong>of</strong> services and<br />

awards a contract for a fixed period <strong>of</strong> time.<br />

The only service not competitively tendered to date has been <strong>the</strong> EHAI service. The Early Intervention<br />

Program, on which EHAI was based, was half way through a four year development period when <strong>the</strong><br />

<strong>IHSS</strong> was introduced.<br />

Thirty-eight <strong>IHSS</strong> contracts are currently in place, providing services in all States and Territories <strong>of</strong><br />

Australia. <strong>IHSS</strong> services are available in all capital cities and in several regional areas.<br />

Payments to service providers vary according to prices negotiated in individual contracts and are<br />

based on <strong>the</strong> number <strong>of</strong> entrants provided with <strong>the</strong> service. Individual contracts provide for yearly<br />
