SSP services are available to all <strong>IHSS</strong> service providers and CSR groups including contracted<br />

organisations and <strong>the</strong>ir nominated partners and volunteers and voluntary groups working directly for<br />

<strong>IHSS</strong> service providers.<br />

There are two SSPs. One is a national provider, based in Melbourne and, through a consortium <strong>of</strong><br />

agencies, delivers SSP services to all States and <strong>the</strong> ACT. The o<strong>the</strong>r SSP is based in <strong>the</strong> Nor<strong>the</strong>rn<br />

Territory and is responsible for delivering all <strong>IHSS</strong> services, including SSP services in <strong>the</strong> Territory.<br />

5.7.2 Role <strong>of</strong> <strong>the</strong> Service Support Provider<br />

The role <strong>of</strong> <strong>the</strong> SSP is to:<br />

conduct assessments <strong>of</strong> <strong>the</strong> training and information needs <strong>of</strong> <strong>IHSS</strong> service providers directly<br />

relevant to <strong>the</strong> delivery <strong>of</strong> <strong>IHSS</strong> contract services in order to identify training and information<br />

priorities and <strong>the</strong> frequency <strong>of</strong> <strong>the</strong> need for training and information<br />

develop a training information delivery plan based on <strong>the</strong> training needs assessment to enhance<br />

<strong>the</strong> capacity <strong>of</strong> <strong>IHSS</strong> service providers to meet <strong>the</strong>ir <strong>IHSS</strong> contractual obligations<br />

develop and implement a monitoring and evaluation strategy to assess <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong><br />

training and improve planning and delivery <strong>of</strong> future training needs<br />

make available information resources to enhance <strong>the</strong> capacity <strong>of</strong> <strong>IHSS</strong> service providers to meet<br />

<strong>the</strong>ir obligations as <strong>IHSS</strong> contracted service providers and to CSR groups to assist <strong>the</strong>m in <strong>the</strong><br />

delivery <strong>of</strong> <strong>IHSS</strong> services<br />

develop and implement a CSR recruitment plan in consultation with o<strong>the</strong>r <strong>IHSS</strong> contractors<br />

establish and maintain a CSR register and train CSR groups as required<br />

administer and report on payments made to CSR groups<br />

facilitate access by CSR groups or refer CSR groups to <strong>IHSS</strong> service providers to enable CSR<br />

groups to negotiate agreements to assist <strong>IHSS</strong> service providers where applicable in <strong>the</strong> delivery<br />

<strong>of</strong> <strong>the</strong>ir contracted services<br />

monitor <strong>the</strong> service provided by CSR groups<br />

provide advice to assist CSR groups in completing <strong>the</strong>ir annual CSR Report.<br />

5.7.3 Issues arising in relation to service support<br />

Impact <strong>of</strong> delays<br />

There were a number <strong>of</strong> administrative matters that delayed <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> SSP service.<br />

Consequently, it was one <strong>of</strong> <strong>the</strong> last <strong>IHSS</strong> contracts to be let. As a result <strong>the</strong>re were some difficulties<br />

in coordinating <strong>the</strong> operations <strong>of</strong> <strong>the</strong> SSP service. As <strong>the</strong> SSP is responsible for <strong>the</strong> day-to-day<br />

management and coordination <strong>of</strong> <strong>the</strong> CSR service, <strong>the</strong> delay in recruiting State/Territory CSR<br />

Coordinators meant that <strong>the</strong> CSR service was also affected. During <strong>the</strong> course <strong>of</strong> <strong>the</strong> evaluation a<br />

common finding was that little or no action had been taken regarding CSR – at best, local CSR<br />

Coordinators had just been appointed. Difficulty in securing <strong>of</strong>fice space and in recruiting CSR<br />

Coordinators also contributed to <strong>the</strong> delay. In addition feedback suggests that in some States <strong>the</strong> part<br />

time State/Territory CSR coordinators positions should be increased to full-time to meet <strong>the</strong> needs <strong>of</strong><br />

a State-wide service.<br />
