equest that <strong>the</strong> proposer informs <strong>the</strong> PS provider when travel arrangements are made, so that<br />

<strong>the</strong>y may be linked with fur<strong>the</strong>r services.<br />

It is not likely that this option would significantly diminish <strong>the</strong> number <strong>of</strong> SHP cases being approved,<br />

but it would provide greater certainty that appropriate support will be provided to entrants. This option<br />

would incur extra costs due to <strong>the</strong> need for <strong>the</strong> PS provider to meet with proposers face-to-face,<br />

however, would realise a saving in <strong>the</strong> fact that resources would not have to be dedicated to tracking<br />

down proposers who have relocated to different addresses (or even States).<br />

Taking into account <strong>the</strong> above, <strong>the</strong> most viable measures to ensure that a minimum level <strong>of</strong> support is<br />

received by all SHP entrants are:<br />

abolish <strong>the</strong> current method <strong>of</strong> providing support to SHP cases<br />

combine Refugee and SHP entrants as a single client group under an enhanced IIOA service,<br />

and give providers greater flexibility in assessing <strong>the</strong> needs <strong>of</strong> clients and allocating resources<br />

(including linking entrants with volunteers) in a way to best serve <strong>the</strong>se needs<br />

introduce a requirement for proposers to contact IIOA/PS providers before visa grant.<br />

Improving Proposer Support<br />

The PS service as it currently stands should be abolished. In future both Refugee and SHP entrants<br />

should be assisted by IIOA providers. Greater flexibility should be provided in <strong>the</strong> delivery <strong>of</strong> this<br />

service. IIOA providers would be responsible for assessing <strong>the</strong> settlement support available to<br />

Refugees and SHP entrants from family or friends, and for providing guidance to maximise that<br />

support. For entrants (both Refugee and SHP) who require additional support, <strong>the</strong> provider would be<br />

responsible for making sure that entrants have <strong>the</strong> appropriate information and are linked with o<strong>the</strong>r<br />

services for which <strong>the</strong>y are eligible. Entrants with comparatively lower needs could be linked with<br />

volunteer groups for <strong>the</strong> provision <strong>of</strong> <strong>the</strong>se services.<br />

5.6 Community Support for Refugees<br />

5.6.1 Service description<br />

In developing <strong>the</strong> <strong>IHSS</strong> model, particular attention was paid to maintaining and wherever possible<br />

increasing <strong>the</strong> valuable role played by volunteers in assisting refugees to settle in Australia. The CSR<br />

service was established so that volunteers could provide friendship and practical social support to<br />

entrants to help <strong>the</strong>m become fully participating members <strong>of</strong> <strong>the</strong> local community and understand <strong>the</strong><br />

Australian culture. For example, a CSR volunteer might accompany entrants on <strong>the</strong>ir early shopping<br />

trips in Australia to help <strong>the</strong>m become familiar with <strong>the</strong> items available and how to purchase <strong>the</strong>m.<br />

They might also accompany entrants to a meeting <strong>of</strong> a local community organisation and introduce<br />

<strong>the</strong>m to <strong>the</strong>ir members. This support is fundamental to <strong>the</strong> entrant benefiting from <strong>the</strong> range <strong>of</strong> <strong>IHSS</strong><br />
