Secondly, if <strong>the</strong> principles <strong>of</strong> need and equity are to be addressed in <strong>the</strong> provision <strong>of</strong> <strong>the</strong> service, <strong>the</strong>n<br />

consideration should be given to developing <strong>the</strong> notion <strong>of</strong> a basic kit <strong>of</strong> household goods with <strong>the</strong><br />

possibility <strong>of</strong> optional items, which depend on <strong>the</strong> need <strong>of</strong> <strong>the</strong> individual household. A basic kit might<br />

include beds (and bases), chest <strong>of</strong> drawers, refrigerator (<strong>of</strong> standard size), tables, chairs, linen, china,<br />

and cutlery. Optional items might include a washing machine, cot(s), baby seats, TV, radio and a<br />

larger refrigerator. Entrants would be able to choose from among <strong>the</strong>se items <strong>the</strong> household goods<br />

which reflect <strong>the</strong> composition and need <strong>of</strong> <strong>the</strong>ir family.<br />

There are clearly some difficulties inherent in this proposal. For example, it implies that <strong>the</strong>re is equity<br />

<strong>of</strong> cost for <strong>the</strong> optional items, although identifying a notional value and/or number <strong>of</strong> items will help to<br />

address this. Fur<strong>the</strong>r, it may well exacerbate <strong>the</strong> problems and costs <strong>of</strong> storage outlined above. It is<br />

never<strong>the</strong>less worth exploring and both <strong>the</strong> items to be included and <strong>the</strong> mechanisms for making this<br />

work could be developed in conjunction with service providers.<br />

Recommendation 13<br />

Basic Household Items<br />

DIMIA should work with service providers to identify basic household items which must be available to<br />

all clients. Fur<strong>the</strong>r <strong>the</strong>y should also identify a list <strong>of</strong> optional items, from which entrants can select a<br />

specified number to a certain value that most effectively meet <strong>the</strong> needs <strong>of</strong> <strong>the</strong>ir particular household.<br />

5.3 Early Health Assessment and Intervention<br />

5.4.1 Service description<br />

This service is designed to ensure that entrants are aware <strong>of</strong> <strong>the</strong>ir immediate physical and<br />

psychological health needs and have <strong>the</strong> skills, knowledge and confidence to access <strong>the</strong> relevant<br />

health services, including torture and trauma counselling, in order to address current and ongoing<br />

health needs.<br />

This service is available to all <strong>Humanitarian</strong> Service entrants including holders <strong>of</strong> TPVs.<br />

5.4.2 Role <strong>of</strong> <strong>the</strong> EHAI<br />

The role <strong>of</strong> <strong>the</strong> EHAI is to:<br />

provide entrants with information about health services available to <strong>the</strong>m in Australia, <strong>the</strong> effects<br />

<strong>of</strong> torture and trauma on everyday functioning, and <strong>the</strong>ir entitlement and how to access a health<br />

assessment under <strong>the</strong> <strong>IHSS</strong><br />

provide entrants with an assessment <strong>of</strong> <strong>the</strong>ir health requirements including a physical health<br />

screening and a comprehensive psychological and psychosocial health assessment and make<br />

referrals to meet <strong>the</strong> entrant’s existing and emerging health needs<br />
