<strong>Use</strong> <strong>of</strong> <strong>Models</strong> <strong>and</strong> <strong>Facility</strong>-<strong>Level</strong> <strong>Data</strong> <strong>in</strong> <strong>Greenhouse</strong> <strong>Gas</strong> <strong>Inventories</strong><br />

Further <strong>in</strong>vestigation would be needed to completely underst<strong>and</strong> issues such as the difference <strong>in</strong> scope between<br />

processes for the purpose <strong>of</strong> <strong>in</strong>clusion <strong>in</strong> the regulators’ <strong>in</strong>ventories compared with the scope <strong>of</strong> those same processes<br />

when covered by the EU ETS.<br />

In the European Community, good use is be<strong>in</strong>g made <strong>of</strong> data from the EUETS <strong>in</strong> the GHG <strong>in</strong>ventories <strong>of</strong> many countries.<br />

We suggest that the ETS is a valuable source <strong>of</strong> data, but countries need to carefully <strong>in</strong>vestigate the relationship<br />

between emissions reported <strong>in</strong> the ETS <strong>and</strong> <strong>in</strong> other related data sets before ETS data can be used directly <strong>in</strong> GHG<br />

<strong>in</strong>ventories. An annual repetition <strong>of</strong> the detailed numerical analysis is not considered essential once the key features are<br />

understood, but would probably be useful on a periodic basis, perhaps every 3 years.<br />
