18 Breaches of the Rules<br />

18.1 The League Commissioner in consultation with the NBLL Board where necessary, shall<br />

have the power to deal with all breaches not dealt with in these Rules and including:<br />

• Home Game Organisation Rules<br />

• Team Registration Rules<br />

• Sponsorship and Signage Rules<br />

• Player Transfer Rules<br />

• Uniform Rules<br />

• Player Points System Rules<br />

• All other matters relating to operating the League<br />

18.2 Where the League Commissioner observes a breach of the Rules, or receives a written<br />

complaint that a Rule or Rules has been breached, the League Commissioner:<br />

(a) may take no action and advise the maker of the complaint, if any, of the League<br />

Commissioner’s reasons for so doing; or<br />

(b) may elect to investigate the alleged breach; or<br />

(c) may decide that the alleged breach is of a serious nature and refer the matter to<br />

the Judicial Committee; or<br />

(d) must ensure that a material breach of the Participation Agreement is referred to<br />

and dealt with by the NBLL Board.<br />

18.3 Where the League Commissioner elects to investigate the complaint or breach, he/she<br />

shall:<br />

(a) notify the person or team against whom the complaint is made of the complaint<br />

and request written submissions from them in respect of that complaint within<br />

three working days from the dated receipt of the Final Report (in accordance with<br />

clause 16);<br />

(b) notify the maker of the complaint that the matter is under investigation;<br />

(c) make whatever enquiries the League Commissioner deems necessary.<br />

18.4 In circumstances where there are breaches of these Rules, the following fines will be<br />

imposed:<br />

18.4.1 Playing an ineligible player — loss of game result and a fine of $1,000.<br />

18.4.2 Playing a match with Team Roster in excess of the Player Points Cap — loss of<br />

game result and a fine of $1,000.<br />

18.4.3 Failing to lodge documents in the stated timeframe — a fine of $500.<br />

18.4.4 Late start — where there is a complaint of a deliberate late start, a penalty of $100<br />

is to be imposed if found guilty after investigation by the NBLL.<br />

18.4.5 Wrong ball — a fine of $100.<br />

18.4.6 NBLL and sponsor logos not on uniforms — a fine of $100 per uniform.<br />

18.4.7 No game programme or insufficient programme content — a fine of $100.<br />

18.4.8 Statistics incorrect or incomplete — a fine of $100 is to be imposed.<br />

18.4.9 Provision of game results and/or DVD/CD-ROM as per requirements: failure to<br />

comply — a fine of $100.<br />
