1.1.2 OUTLINE DESIGN TECHNICAL ASSESSMENT AND SAFETY<br />
AUDIT - STAGE 1<br />
REQUIREMENTS FOR STAGE1<br />
The outline design assessment and safety audit (stage1) involves<br />
assessments and independent checks, of the appropriateness of the<br />
scheme; traffic conditions; sustainable transport issues;<br />
environmental aspects; geometric design; street lighting; signing,<br />
traffic signal systems and scheme safety. It will take the form of a<br />
technical assessment and a safety audit. It will be carried out on the<br />
basis of the information submitted. If the scheme is satisfactory, it will<br />
be given Stage 1 Outline <strong>Design</strong> Scheme Approval.<br />
Prior to submitting a scheme for Stage1 outline technical assessment<br />
and safety audit the Scheme Promoter should have had discussions<br />
regarding the feasibility of the scheme and any conditions that need<br />
to be complied with and received written confirmation from the<br />
KCC Area Office/HU that the scheme concept is acceptable in<br />
principle.<br />
For a clear understanding of the scheme and to expedite the process<br />
for outline design technical assessment and safety audit (stage 1), the<br />
following documentation should be sent to the KCC Area Office/HU:<br />
• Three copies of plans<br />
• Submission Check List form<br />
• Confirmation of acceptance of scheme in principle from<br />
KCC Area Office/HU and any Area Office/HU<br />
requirements, with verification that they have been<br />
addressed<br />
• Background Information Report (KCC Area Office<br />
schemes only) and Summary Sheet Form<br />
• Cycle facilities Appraisal Form.<br />
(Note: the appropriate forms are supplied by KCC Area Office or the HU as appropriate).<br />
The KCC Area Office/HU on receipt of the submission will carry out<br />
an administrative check on the documentation and if the<br />
documentation is complete send written confirmation of receipt of<br />
the scheme and the contact name and location of individual<br />
processing the scheme. If the documentation is incomplete or<br />
unsatisfactory, it is returned to the scheme promoter advising them<br />
of the required information to process the scheme. (KCC target time<br />
for this part of the procedure is 6 working days).<br />
Within six weeks of receipt of the scheme, the KCC Area Office/HU<br />
should send the Scheme Promoter confirmation of outline design<br />
(stage 1) scheme approval and associated requirements; or where it<br />
has not been possible to give approval, reasons for this and suggested<br />
action to achieve a satisfactory scheme. Where approval has been<br />
given, a guidance note and check list will be included for the second<br />
part of the submission, the detail design technical assessment and<br />
safety audit (stage2).<br />
If additional information is required or problems develop which<br />
would affect the six weeks target time, then the KCC Area<br />
Office/HU would be in contact with the Scheme Promoter updating<br />
him/her on the situation. If the Scheme Promoter has any problems<br />
or points to raise related to the particular scheme he/she should liaise<br />
direct with the contact person noted in the letter of receipt.<br />
Outline <strong>Design</strong> (Stage 1) approval for works associated with planning<br />
applications should be obtained prior to outline planning permission<br />
being sought, unless access arrangements are a reserved matter.<br />
1.1.3 DETAIL DESIGN TECHNICAL ASSESSMENT AND SAFETY AUDIT-<br />
STAGE 2<br />
REQUIREMENTS FOR STAGE 2<br />
A scheme submitted for detail design technical assessment and safety<br />
audit, should have received written confirmation of it’s acceptability<br />
from the KCC Area Office/HU to be assessed and safety audited at<br />
the detail design (stage 2) of the overall scheme assessment process.<br />
Construction works must not be started until written confirmation<br />
has been received from the Area Office/HU that such works may<br />
proceed. It is envisaged that this process will be concurrent with<br />
other legal and technical processes related to the scheme, including<br />
detailed planning consent if applicable.<br />
The detail design technical assessment and safety audit involves<br />
detailed and independent checks, of the scheme design, standard<br />
details, construction details, signing and road marking schedules,<br />
street lighting calculations, signal design details and scheme safety.<br />
Checks on contracts and specifications and legal aspects will be<br />
carried out alongside this process. If the scheme is satisfactory, it will<br />
be given detail design approval by the KCC Area Office/HU.<br />
To expedite the process for detail design technical assessment and<br />
safety audit at stage 2 of the process, the following documentation<br />
should be provided and sent to the Area Office or HU.<br />
Confirmation of approval of scheme at outline design (or acceptance<br />
of combined stage 1 and 2 submission) by KCC Area Office/HU and<br />
any Area Office/HU requirements, with proof that they have been<br />
addressed.<br />
• Three copies of detail design drawings (i.e. suitable for<br />
tender issue)<br />
• Detail <strong>Design</strong> Checklist Form<br />
• Detail <strong>Design</strong> Information based on ‘KCC Scheme <strong>Design</strong><br />
Package Guidelines’ and ‘Check List of Documents to be<br />
submitted for <strong>Technical</strong> Audit’ (HU determined schemes<br />
will supply their own checklist).<br />
• Cycle <strong>Design</strong> Form<br />
KCC Area Office/HU (or designated representative as directed) on<br />
receipt of the submission will carry out an administrative check on<br />
the documentation and if acceptable send written confirmation of<br />
receipt of the scheme and the contact name and location of the<br />
individual processing the scheme. If the documentation is incomplete<br />
or unsatisfactory it is returned to the scheme promoter advising<br />
them of the required information to process the scheme. The target<br />
time for this part of the procedure is 6 working days.<br />
Where the scheme is acceptable to be processed, the Scheme<br />
Promoter should be contacted by the person responsible for<br />
processing the detail design technical assessment and safety audit of<br />
the scheme. This should occur within 6 working days of confirmation<br />
of receipt of the scheme from the Area Office/HU. This officer will<br />
have carried out a preliminary check on the documents prior to it<br />
being submitted for a detail design check and safety audit. Following<br />
this initial assessment he/she will inform the Scheme Promoter of any<br />
requirements and agree a time scale to complete the detail design<br />
technical assessment and safety audit. The time scale will be<br />
dependent on the complexity of the scheme, and the information<br />
provided by The Scheme Promoter and will be agreed in liaison with<br />
the Area Office/HU. If there is sufficient information the detail design<br />
technical assessment and safety audit should generally be completed<br />
within 25 working days. If information required for this part of the<br />
process is missing it is unlikely that the technical assessment and<br />
safety will proceed further until it is provided.<br />
