Introduction<br />

Victorville was established as a general law city, meaning that when the City incorporated, City<br />

leaders chose to use the existing State codes as they relate to laws, functions, and powers of the<br />

Mayor and City Council, rather than write a charter. In July 2008 Victorville became a charter<br />

city, which articulates aspects of City affairs including the form of government; the method of<br />

election of Council members; contracting, public financing, franchises, and revenue; and revenue<br />

retention. The charter also states that the City retains general law powers and authority. The<br />

recent change to a charter city does not materially affect any findings in this report<br />

The City operates with a council-manager form of government, whereby the Council appoints a<br />

City Manager who administers the daily operations of city government. The City Council also<br />

appoints a City Attorney who is responsible for advising the Council on legal issues affecting the<br />

City. The Mayor is a member of the City Council and is selected by a vote of the Council.<br />

Organization and Staffing<br />

The City of Victorville operates nine departments including:<br />

• Administrative Services, which includes the City’s Finance, Human Resources, and<br />

Information Services divisions. Since July 2011, the City Manager has assumed the<br />

responsibilities of managing the Administrative Services Department. In February 2012,<br />

the Assistant Director of Administrative Services-Finance was assigned City Treasurer<br />

responsibilities. Previous to this action, the City had not had a dedicated director for<br />

Finance since August 2009. The City Manager will continue to oversee Human<br />

Resources and Information Technology.<br />

• The City Manager’s Office, which includes the City Clerk and Risk Management. The<br />

Risk Management function is managed by the City Manager, but is contracted out to a<br />

third party.<br />

• Community Services, which includes the Park, Library, Recreation and Community<br />

Services, Parks and City Facilities, and Golf divisions. The operation of the City’s golf<br />

course is contracted out to a third party.<br />

• The Development Department, which includes the Building and Safety, Code<br />

Enforcement, and Planning divisions.<br />

• The Economic Development Department, which includes the Airport, Business<br />

Development, and Housing divisions. In addition, the Victorville Redevelopment Agency<br />

was managed under this Department until its dissolution in February 2012. 2<br />

• The Engineering Department, which includes the Engineering, Signal Maintenance,<br />

Street Lighting, and Traffic Control divisions.<br />

• The Fire Department, which includes the Emergency Services, Fire Protection,<br />

Hazardous Materials and Hazardous Waste divisions. All Fire Department operations are<br />

provided, by contract, by the <strong>San</strong> <strong>Bernardino</strong> County Fire Department.<br />
