Introduction<br />

The SCLAA operated under a separate JPA between the City and the Victorville Redevelopment<br />

Agency until January 2012. On January 17, 2012 the Victorville Water District became a<br />

member of the SCLAA in order to avoid the dissolution of the SCLAA given the mandates of<br />

AB26 and the California Supreme <strong>Court</strong> decision upholding it. According to a staff report<br />

submitted by the City Attorney to the Water Board, if the Victorville Water District had not<br />

become a member of the SCLAA, the JPA would have been dissolved when the Redevelopment<br />

Agency was dissolved on February 1, 2012. The SCLAA now operates under a JPA between the<br />

City and the Victorville Water District. According to the agreement, the Water District shall not<br />

be responsible for the assets or liabilities of the SCLAA.<br />

Audit Period<br />

The Grand Jury requested the audit team to review the current financial condition and financial<br />

transactions that have occurred since 2005. The reader should note that City management has<br />

changed incrementally during this period. However, according to interviews with current City<br />

management the firm of Green, de Bortnowsky, and Quintanilla, LLP has served as the City<br />

Attorney since 2002. In addition, the current City Manager, who has been in that position since<br />

July 2011, previously served in other positions within the City Manager’s Office starting in<br />

August 2002 as a Senior Management Analyst. Beginning in 2008, he was appointed to Deputy<br />

City Manager and assigned responsibilities to address a number of the topics in this report,<br />

including stabilization of the City’s finances. Finally, the current Assistant City Manager has<br />

served in various roles in the City since 1996 including as an Administrative Intern, Deputy<br />

Director of Redevelopment, and Director of Economic Development.<br />
