Environmental Resource Permit (ERP): a permit issued by the district under authority of<br />
Chapter 40E-4, <strong>Florida</strong> Administrative Code, to ensure that land development projects do not cause<br />
adverse environmental, water quality and water quantity impacts.<br />
Fiscal Year (FY): a 12-month period to which the annual operating budget applies and at the end of<br />
which a government determines its financial position and the results of its operations. The fiscal year<br />
for the water management districts is October 1 through September 30.<br />
<strong>Florida</strong> Administrative Code (F.A.C.): the official compilation of the administrative rules and<br />
regulations of state agencies.<br />
<strong>Florida</strong> Department of Transportation (FDOT) Mitigation Program: was established by the<br />
<strong>Florida</strong> Legislature in 1996 to replace mitigation on a project-by-project basis with regional, multiproject<br />
mitigation to offset the impacts to wetlands by transportation projects.<br />
<strong>Florida</strong> Forever (FF): the <strong>Florida</strong> Forever Act, Section 259.105, <strong>Florida</strong> Statutes, established by the<br />
Legislature in 1999 as the successor program to the Preservation 2000 land acquisition program,<br />
provides $3 billion over ten years to acquire land or less than fee interests in land to protect<br />
environmentally significant lands for conservation, recreation, water resource protection, wildlife habitat<br />
protection and to provide for the proper management of and public access to those lands. In 2008, the<br />
state Legislature enacted legislation (Senate Bill 0542) to continue the <strong>Florida</strong> Forever Trust Fund for<br />
ten years through 2020, and redirected 5 percent of the 35 percent annual funding allocation to the<br />
Department of Agriculture and Consumer Services for rural and family easements and to the<br />
<strong>Florida</strong> Communities Trust for working waterfronts.<br />
<strong>Florida</strong>-Friendly Landscaping (FFL) : a <strong>Florida</strong>-friendly landscape saves water and protects the<br />
environment through the wise use of plants, pesticides, water and fertilizer. <strong>Florida</strong>-friendly<br />
landscaping emphasizes nine principles created by the University of <strong>Florida</strong>’s Institute of Food and<br />
Agricultural Sciences for the <strong>Florida</strong> Yards & Neighborhoods Program.<br />
<strong>Florida</strong> Statutes (F.S.): a permanent collection of state laws organized by subject area into a code<br />
made up of titles, chapters, parts and sections. The <strong>Florida</strong> Statutes are updated annually by laws that<br />
create, amend or repeal statutory material.<br />
<strong>Florida</strong> Water Plan (FWP): a statewide plan for the management of <strong>Florida</strong>’s water resources,<br />
developed by the Department of Environmental Protection pursuant to Section 373.036,<br />
<strong>Florida</strong> Statutes.<br />
Full-Time Equivalent (FTE): a measurement of employee work hours both allocated and utilized.<br />
One FTE is equivalent to 2,080 work hours per year (40 hours per week for 52 weeks).<br />
Geographic Information Systems (GIS): a specialized data management system designed for the<br />
entry, analysis, and display of data commonly found on maps.<br />
Governing Board: the water management district is governed by a 13-member board appointed by<br />
the Governor to serve staggered four-year terms. Board members, who are selected by the Governor<br />
and serve without salary, must be confirmed by the <strong>Florida</strong> Senate.<br />
Interagency Expenditures: funds used to assist other local agencies, regional agencies, and the state<br />
of <strong>Florida</strong>, the federal government, public and private universities, and not-for-profit organizations in<br />
projects that have a public purpose.<br />
Millage Rate: the tax rate based on real and personal property, based on premise that 1 mill = $1 per<br />
$1,000 of assessed property value.<br />
