Long-Term Funding Plan<br />

Conclusion: The District has developed the proposed fiscal year 2013-14 budget based on continuing<br />

economic and taxation realities to ensure the long-term sustainability of the region’s water resources.<br />

The proposed budget represents approximately a one percent reduction in operating costs through<br />

implementing new, improved business processes and leveraging technology. Significant operational<br />

reductions including a reduction in workforce were achieved in fiscal years 2010-11 through 2012-13, to<br />

bring operational costs in-line with current ad valorem revenue levels. This has allowed the Governing<br />

Board the flexibility to maintain the necessary annual investment in critical water resource management<br />

projects for the west-central <strong>Florida</strong> region. The proposed fiscal year 2013-14 budget includes<br />

$95.8 million for Cooperative Funding and District projects; this is an increase of approximately<br />

$12 million from $83.8 million for fiscal year 2012-13. Even with the proposed increase in projects, the<br />

District believes its resources are adequate for fiscal year 2013-14 and for the next ten years using<br />

reserves only when necessary to fund valuable approved projects.<br />
