DEHP however is a commonly used
plasticizer in plastic materials. It is
not permitted as a food ingredient,
as it is an environmental hormone
listed as controlled Chemicals by the
Taiwan Environmental Protection
Administration (EPA). Its accumulation
in the body can interfere with secretion
and negatively affect the reproductive
and nervous systems and even promote
the growth of cancer.

年 六 月 起 , 台 灣 媒 體 大 幅 報 導
不 肖 廠 商 在 起 雲 劑 中 違 法 加 入
塑 化 劑 鄰 苯 二 甲 酸 二 酯 (DEHP)
造 成 重 大 的 食 品 污 染 。 根 據 衛 生 署 公 布 確
定 摻 入 塑 化 劑 的 品 項 來 看 , 因 原 料 來 源 及
食 品 交 易 鏈 的 關 係 , 受 DEHP 污 染 的 產 品 ,
從 飲 料 到 保 健 食 品 都 有 , 已 造 成 大 量 消 費
者 及 廠 商 恐 慌 。
起 雲 劑 是 一 種 合 法 食 品 添 加 物 , 經 常 使 用
於 果 汁 、 飲 料 等 食 品 中 , 然 而 DEHP 卻 是 一
種 普 遍 用 於 塑 膠 材 料 之 塑 化 劑 , 不 可 作 為
食 品 原 料 ,DEHP 被 稱 為 環 境 荷 爾 蒙 , 是 環
保 署 列 管 的 毒 性 化 學 物 質 , 累 積 體 內 將 會
干 擾 生 物 內 分 泌 , 影 響 生 殖 、 神 經 系 統 、
甚 至 引 發 癌 症 。
台 北 市 政 府 衛 生 局 藥 物 食 品 管 理 處 長 范 姜 郁
美 指 出 ,DEHP 一 類 的 塑 化 劑 已 被 美 國 、 歐
盟 、 日 本 及 台 灣 環 保 署 列 為 管 制 毒 性 物 質 ,
衛 生 署 亦 公 告 禁 止 添 加 在 食 品 及 化 妝 品 中 。
以 60 公 斤 體 重 成 人 而 言 , 其 每 日 可 容 忍 攝
取 量 (Tolerable Daily Intake, 簡 稱 TDI) 為
1.2-8.4 毫 克 。 依 據 衛 生 署 公 告 「 食 品 器 具 容
器 包 裝 衛 生 標 準 」 塑 膠 類 食 品 容 器 之 溶 出 試
驗 , 也 限 定 在 1.5 ppm 以 下 。
德 國 萊 因 集 團 旗 下 的 杜 夫 萊 茵 屏 東 實 驗 室 為
台 灣 衛 生 署 公 告 之 食 品 DEHP 檢 測 實 驗 室 ,
具 有 塑 化 劑 檢 測 的 豐 富 經 驗 與 檢 測 能 力 , 能
確 保 食 品 檢 驗 的 安 全 , 目 前 廠 商 送 驗 的 檢 測
塑 化 劑 項 目 包 含 DEHP/DBP/BBP/DIDP/
DINP/DnOP 等 。
Alarm over the recent discovery
that a number of dishonest
Taiwanese manufacturers have
created severe food contamination by
dosing the plasticizer has expanded
and worsened in scope. The list of
products confirmed by Taiwan’s
Department of Health (DOH) to
be contaminated with plasticizer
additives ranges from drinks to
health supplements due to the
complexity of raw material sourcing
and the complicated food supply
chain. The scope of the problem has
spread fear amongst consumers and
manufacturers.
A clouding agent is a legitimate
food additive that is often
used in food products such as
juices and other beverages.
DEHP however is a commonly
used plasticizer in plastic

by the Taiwan Environmental
Protection Administration

Fan Chiang Yu-Mei, director of the
Taipei Health Department’s Food
and Drug Division, has stated that
plasticizers such as DEHP have
been classified as controlled toxic
substances by the United States, the
European Union, Japan and Taiwan.
Taiwan’s DOH has also prohibited
the use of plasticizers as additives
in food and cosmetic products. The
Tolerable Daily Intake (TDI) of DEHP
for an adult with a body weight of 60
kg is 1.2-8.4 mg. Moreover, according
to the “Sanitation Standard for Food
Utensils, Containers and Packages”
released by the DOH, the results of
leaching analyses on plastic food
containers show that amount should
be restricted to below 1.5 ppm.
TÜV Rheinland‘s PingTung
Laboratory is a DOH-appointed DEHPtesting
laboratory for Taiwan. This
laboratory has significant experience
and demonstrated testing capabilities
that allow it to ensure the accuracy
of food inspections. A number of the
country’s manufacturers and vendors
have now sent a range of merchandise
to the PingTung lab to be tested for
a group of plasticizer substances,
including DEHP, DBP, BBP, DIDP,
DINP and DNOP.
