2011 年 6 月 17 日 , 德 國 萊 因 TÜV 舉 辦 的 「 中 國 汽 車 綠 色
貿 易 壁 壘 」 研 討 會 在 北 京 召 開 。 研 討 會 上 , 中 國 汽 車 研 究 中 心
(CATARC) 的 專 家 介 紹 了 中 國 ELV( 報 廢 車 輛 指 令 ) 法 規 標 準 發
展 趨 勢 和 CAMDS 資 料 平 台 , 荷 蘭 交 通 部 (RDW) 的 官 員 也 闡 述
了 與 RRR( 汽 車 產 品 再 利 用 和 回 收 利 用 率 ) 驗 證 相 關 的 初 始 審 查
要 求 。 德 國 萊 因 TÜV 的 專 家 在 會 上 提 出 了 基 於 汽 車 產 業 鏈 的 「 一
站 式 」 解 決 方 案 以 及 TCP 資 料 符 合 性 平 台 , 以 幫 助 中 國 車 輛 製 造
企 業 打 破 綠 色 貿 易 壁 壘 , 早 日 邁 向 國 際 市 場 。
關 於 報 廢 車 輛 的 回 收 利 用 , 早 在 1990 年 荷 汞 、 鎘 和 六 價 鉻 的 使 用 , 並 確 保 再 使 用 和

車 輛 報 廢 回 收 是 一 項 浩 大 的 系 統 工 程 , 僅
靠 整 車 製 造 商 無 法 達 成 其 目 標 。 它 需 要 從
原 料 供 應 商 開 始 , 加 上 各 層 級 的 供 應 商 協
同 合 作 , 共 同 打 造 一 條 「 綠 色 」 供 應 鏈 ,
同 時 建 立 便 利 的 回 收 和 拆 解 網 絡 。 這 是 涉
及 全 產 業 鏈 、 全 生 命 週 期 的 完 整 系 統 。
本 次 研 討 會 是 一 次 跨 部 門 銷 售 的 成 功 嘗
試 , 我 們 推 出 了 汽 車 產 業 的 「 一 站 式 」
RRR/ELV 解 決 方 案 。 來 自 德 國 萊 因 TÜV 的
車 輛 驗 證 、 化 學 檢 測 、IT 和 能 效 諮 詢 的 專
家 , 為 來 自 中 國 第 一 汽 車 集 團 公 司 、 上 海
汽 車 工 業 ( 集 團 ) 總 公 司 、 東 風 汽 車 公 司 、
北 京 汽 車 集 團 有 限 公 司 等 近 20 家 業 界 領 先
企 業 、40 多 位 相 關 領 域 人 員 進 行 了 精 彩 的
介 紹 。 會 後 與 會 者 表 示 , 本 次 會 議 將 ELV/
RRR 的 法 規 要 求 轉 化 並 細 化 為 具 體 的 操 作
程 序 和 方 法 , 提 升 了 企 業 對 汽 車 報 廢 回 收
的 認 識 , 對 進 一 步 擴 展 海 外 市 場 、 節 能 增
產 產 生 積 極 的 作 用 。 德 國 萊 因 TÜV 會 在 未
來 持 續 提 供 有 關 ELV/RRR 法 規 的 發 展 動
態 , 及 時 回 饋 給 汽 車 生 產 企 業 , 協 助 企 業
成 功 開 拓 海 外 市 場 。
17 June 2011—TÜV Rheinland Mobility in Beijing recently
held a “Chinese Automotive Industry Green Trade Barrier” workshop,
during which experts from the China Automotive Technology & Research
Center (CATARC) introduced participants to trends in Chinese end-oflife
vehicle (ELV) standards and regulations and the China Automotive
Material Data System (CAMDS) data platform. In addition, an officer
from the Netherlands approval authority expounded upon the “three R’s”
– Reusability, Recyclability and Recoverability – in relation to preliminary
assessment requirements. The TÜV Rheinland Group presented its
“one-stop” solution and the TÜV Rheinland TCP data compliance
platform, which applies to the whole automotive industry chain and
helps domestic vehicle manufacturers to conquer the green trade
barriers they face in expanding into foreign markets.
In 1990, the Netherlands proposed a
voluntary scheme for the recycling
of scrap vehicles. Then, in 2000, the
European Parliament and European
Council issued the 2000/53/EC
directive, which encourages vehicle
manufacturers to limit their use of
hazardous substances, increase the
proportion of recycled and recoverable
materials they use, and establish a
complete recycling and recoverable
network to achieve environmental
and consumer protection. By 2005,
the EU had further proposed the
reuse, recycling and recovery of both
local and imported vehicles in RRR
Directive 2005/64/EC, which includes
type approval requirements for these
products. Therefore, if Chinese vehicle
manufacturers wish to enter the
European car market, then they must
comply with the requirements of the
RRR Directive, which limits the use of
Hg, Cd, Pb and Cr(VI) and stipulates a
reuse and recycling rate of 85% and a
reuse and recoverable rate of 95%.
With regard to the domestic market,
the Chinese State Council also
proposed a draft ELV vehicle recycling
management scheme in 2001, which
is expected to come into force on
1st July 2013, when the “automotive
prohibited substances requirements”
therein will become mandatory.
With the ongoing development of
green domestic and international
laws and regulations, China’s auto
manufacturers will inevitably be
forced to face up to this new and
significant challenge.
An ELV scheme requires a vast system
and programme, and is impossible for
vehicle manufacturers to implement
alone. The process needs to begin with
raw material suppliers, and requires
the collaboration of suppliers at each
level to build a green supply chain and
establish a convenient recycling and
dismantling network. In other words,
ELV covers the entire industry chain
and product lifecycle.
The Beijing workshop was a successful
attempt at cross-selling, as it
provided the automotive industry
with a one-stop solution service
comprising TÜV Rheinland’s RRR,
ELV, Chemical, IT and Low Carbon
services. A total of four business
lines, including Mobility, Softlines,
IT, and Training and Consulting,
cooperated in the workshop and
gave well-received presentations to
the more than 40 participants from
20 vehicle manufacturers, such as
FAW, SAIC, DF and BAIC. Most of the
participants said that the workshop
had informed them of operable
procedures and methods related to the
ELV/RRR directives/regulations and
enhanced their understanding of the
ELV/RRR requirements. Moreover, it
played a positive role in helping these
manufacturers to further expand their
overseas markets and save energy. TÜV
Rheinland will continue to provide
domestic automobile enterprises with
the most up-to-date information on
and developments in the ELV/RRR
directives in a timely fashion to assist
them in expanding their overseas
markets successfully.
